ARMY CONTRACTING COMMAND - WARREN (DTA) proposes to solicit, negotiate and award a Firm Fixed Price - contract. This action will be Full and Open Competition under for the following item: Noun: Recharge Kit, Valve NSN: 4210-01-483-9758 P/N: 57K4036 Guaranteed Minimum Quantity: 105 EA Max 5-year Quantity: 3,339 EA The first delivery order will be 105 EA ***NOTE: With the recent transition from www.FBO.gov to www.beta.sam.gov the site have been experiencing a number of issues. This posting serves as an amendment to the initial solicitation that was posted on 24 SEP 2019 The purpose of this amendment is to update the proposal submittal method. Interested Offerors shall submit a proposal via email to the Contract Specialist (thomas.j.johnson443.civ@mail.mil) and cc the corresponding Contracting Officer (mark.r.hirsch.civ@mail.mil) with the subject header: Proposal Submission - W56HZV-19-R-0291 (company name). Once a proposal is received, the Contract Specialist/Contracting Officer will reply with the respective Offeror stating receipt of proposal submission.*** CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is, in fact, unable to maintain a mailing list. The burden is therefore on any interested parties to periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any amendments and to respond to them prior to the date and time set for receipt of proposals may render your proposal nonresponsive and result in the rejection of the proposal. NOTICE TO ALL CONTRACTORS: All contractors who provide goods/services to the Department of Defense (DoD) must be registered in the System for Award Management (SAM). Technical Data Package: A link to the TDP will be available when the solicitation is released. The TDP is EXPORT CONTROLLED, Distribution D *** The TDP for this solicitation resides within DOD Safe Site (https://safe.apps.mil/ ). Offerors shall email the Contracting Specialist (thomas.j.johnson443.civ@mail.mil), with subject header: TDP Pick-up - W56HZV-19-R-0291 (company name). The email shall have the following information: Names of person picking up Email of person picking up (company email only) * Note: One pick-up request per offeror * Once a request for a "Pick-up" is received, the Contract Specialist will set up the TDP "Drop Off" DOD Safe Site, an automatic notification will be generated via DOD Safe Site to the Offeror giving the contractor access to the TDP. Making a Pick-up There are two ways to pick-up files that have been dropped off (*Note: if encryption was used in the drop-off, you will be prompted to enter a passphrase. Please contact the sender to share the passphrase securely.): - All users can click on the link provided in the notification email they were sent. - All users can click on the Pick-up link and manually enter the Claim ID and Claim Passcode provided to them through email or other means. When viewing a drop-off, the user will see quite a few things: - The list of files that were uploaded - The sender and recipient information that the sender entered when the drop-off was created - A list of pick-ups that have been made if the drop-off was created by the logged-in user The recipient has 7 days to pick-up the files. Each night, drop-offs that are older than 7 days are removed from the system. *** Joint Certification Program (EXPORT CONTROL) You must be certified under the United States/Canada Joint Certification Program (JCP)
