Sources Sought Purpose and Intent: Army Contracting Command - Warren (ACC?WRN) is conducting Market Research to determine the Businesses and Contractor's capable of providing the repair and upgrade services for the repair and upgrade of the Integrated Helmet and Display Sight System (IHADSS), a major fire-control component of the AH-64 Apache Attack Helicopter. The USG intends to engage Industry by using the Federal Business Opportunities (FBO) website or other face to face engagements as determined by the USG. The intent of these engagements is to conduct market research about the challenges industry may face to meet the current requirements, and the risks associated with developing an executable moderate risk service-acquisition program. 2. Consequence or Risk of Providing Data: There is no risk for participating in the survey. Your participation is strictly voluntary with no obligation incurred by the United States Government (USG). The USG will in no way be bound to this information if a solicitation is issued. However, this is an important opportunity for you to influence the development of requirements, budget requests, and the full range of other elements supporting the acquisition strategy for this program. This survey, and all information herein is for informational planning purposes only and does not constitute a "Request for Proposal or Invitation for Bid", nor is it to be construed as a commitment by the USG. 3. Proprietary Information: The USG acknowledges its obligations under the Federal Acquisition Regulation 3.104-4 to protect confidential information provided by the Government (18 U.S.C. ยง1905). Pursuant to this statute, the USG is willing to accept any trade secrets or proprietary restrictions placed upon qualifying data forwarded in response to this survey and to protect such information from unauthorized disclosure, subject to the following: Qualifying data must be clearly marked PROPRIETARY and be accompanied by an explanatory text so that the Government is clearly notified as to exactly what data so qualifies. Mark only data that is truly confidential. Do not mark data that is already in the public domain or is already in possession of the USG or third parties on an unclassified basis. Proprietary data transmitted electronically must have the PROPRIETARY legend on both the cover of the transmittal e?mail as well as at the beginning of the file. Proprietary information contained within the correspondence shall use the legends: "PROPRIETARY PORTION BEGINS" and "PROPRIETARY PORTION ENDS." 4. Disclaimer: The USG is not obligated to protect unmarked data.
