The Army Contracting Command – Detroit Arsenal (ACC-DTA) intends to competitively award, under a Total Small Business Set-Aside, a new Firm Fixed Price (FFP), contract for CMH Research and Writing Services for U.S. Army History in Afghanistan 2014-2021 on a best value, tradeoff basis. This effort is in support of the U.S. Army Center of Military History (CMH) in researching and writing the official history of the U.S. Army after 11 September 2021. Please refer to all instructions in Section L of the Solicitation on how to submit a proposal. Evaluation factors are found in Section M of the Solicitation. NOTE: Attachment 0004-Use of Existing Government-Furnished Property is only required when the offeror has acquired Government-Furnished Property through another Government contracting effort and plans to use that Government-Furnished Property to complete this contract. All questions related to this Request for Proposals (RFP) must be submitted, in writing, no later than 10 July 2023 at 09:00AM Eastern Daylight Time (EDT). No phone calls will be accepted for any reason. The Government will post all Questions and Answers (Q&As) to SAM.gov no later than 03:00PM EDT on 13 July 2023. Responses to questions are not considered changes to the RFP as the only way the RFP can be modified is through an amendment that will be issued.
