THIS IS A PRE-SOLICITATION NOTICE/SYNOPSIS: The Army Contracting Command – Detroit Arsenal (ACC-DTA) intends to solicit for the following item: Item: One-Sided ISO Shelter 100 AMP, Modular Extendable Rigid Wall Shelter (MERWS) 100 AMP, MERWS Frame Assembly, MERWS Angle Frame NSN: 5411-01-295-3433 Inspection/Acceptance: Origin P/N: 17-2-1250, 17-1-4342, 17-1-4390 NAICS: 624221 ACC-DTA hereby gives notice of intent to award a follow-on contract to General Dynamics- Mission Systems, on a sole source basis in accordance with Federal Acquisition Regulation (FAR) 6.302-1(a), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, specifically FAR 6.302-1(a)(2)(ii)(B) “Supplies may be deemed to be available only from the original source in the case of follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency’s requirements.” The forthcoming solicitation, W56HZV-23-R-0160, will be a one-year, firm-fixed-price contract. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This is a notice of intent, not a request for competitive proposals, or a solicitation of offers. The Government does not intend to award a contract based on information in this posting or information received because of this posting. The contents of any future Request for Proposal (RFP) will take precedence over this pre-solicitation synopsis posting. All responsible sources must be registered in the DoD’s System for Award Management (SAM) system at https://www.sam.gov and follow all other responsibility criteria indicated at FAR 9.104. Information on getting registered may be obtained on the SAM website. Interested vendors shall not contact ACC-DTA seeking the solicitation as it will not be available for at least 15 business days following issuance of this synopsis. Also note that there are technical data packages (TDPs) associated with this requirement. CAUTION: The solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidder mailing list. It is therefore incumbent upon any interested parties to periodically access the above internet address to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for bid opening/receipt of proposals may render your bid or proposal nonresponsive and result in the rejection of same. This is a SOURCES SOUGHT NOTICE/MARKET RESEARCH SURVEY to request information for Government planning purposes only. The Army Contracting Command – Detroit Arsenal (ACC-DTA) is seeking to gain knowledge of interest, capabilities and qualifications of various members of the community, to include both small and large businesses, for production of One-Side Expandable ISO Shelter and Modular Extendable Rigid Wall Shelter (MERWS) that have completed the required testing requirements per ASTM E1977-11 and ASTM E1978-11.. Responses to this Sources Sought Notice/Market Research Survey will assist ACC-DTA in planning its acquisition strategy for a potential future acquisition. See attachment for entire notice.
