The Government intends to award one Cost Plus Fixed Fee (CPFF) contract pursuant to FAR 6.302(a)(ii) to Leonardo DRS, Huntsville, Alabama (CAGE # 32865) for the acquisition of Systems Technical Services (STS) for all on vehicle components for the Product Manager (PdM) Bradley Fighting Vehicle System (BFVS) Family of Vehicle (FoV), PdM Armored Multi-Purpose Vehicle (AMPV) System, the Carrier of the Multiple Launch Rocket System (MLRS), and all derivates of those vehicles that are source-controlled to DRS (e.g. Power, Diagnostic, an Optics hardware and software systems). This action will be for a total of 248,670 completion and level of effort hours available to the Government to exercise as option(s) over a five-year period. The STS services will include Management and Administration, Engineering, Configuration Management / Technical Data Package Revision services, Integrated Logistics Support (ILS), Field Service support. Management and Administrative support include lead engineering, logistics, program management support, manage and control resources, and subcontractor performance. Engineering support (Power, Diagnostics, and Optics) includes analysis, technical publications, facility vehicle maintenance, maintenance and distribution markings, obsolescence monitoring, product improvements, and software integration lab (SIL). Configuration management / technical date package (TDP) revisions services support includes engineering change proposals (ECPs), Engineering Record Change Proposals (ECPs), request for variances (RFVs), provide insight and a demonstration of established configurations, incorporate Government designs and revisions, and data management processes applied in the performance of systems. Integrated logistics support includes provisioning, technical manuals (TMs) and Integrated electronic technical manuals (IETMs). Contractor Field Service Representatives (FSR) support to engineering and development includes technical troubleshooting, maintenance/assistance/training, data collection, software/hardware upgrades, support fielding teams (CONUS and OCONUS) vehicle de-processing / preparation for issue (PFI) for hand off units, designated locations by PdM office, diagnostics and repair of power allocation transfer hub solid state power controller, digital video distribution box, smart power management unit, power management diagnostic controller, data distribution unit expandable, portable maintenance aid, driver viewer enhanced, driver viewer enhanced – wide, and driver switch and indicator panel. This requirement is sole source to Leonardo DRS, but may include subcontracting opportunities; please contract Leonardo DRS.
