Under the authority of 10 U.S. Code § 4022, Authority of the Department of Defense to carry out certain prototype projects, the United States Army Contracting Command-Detroit Arsenal (ACC-DTA) intends to award a Sole Source hybrid Firm-Fixed Price (FFP)/Cost-Plus-Fixed Fee (CPFF) contract to Lockheed Martin Corporation, CAGE Code: 04939, for Vehicle Protection System (VPS) Base Kits (VBK), and support services on an other than full and open competition basis. This solicitation is intended to result in a single five-year Indefinite Delivery/Indefinite Quantity contract. The proposed contract is for supplies/services for which the Government intends to negotiate with only one source, Lockheed Martin Corporation. In accordance with 10 United States Code 4022(f), Authority of the Department of Defense to carry out follow-on production contracts or transactions, The U.S. Army Contracting Command – Detroit Arsenal (ACC-DTA), Detroit Arsenal, MI 48397-5000 intends to issue a sole-source solicitation (W56HZV-22-R-0016) restricted to Lockheed Martin Corporation, 5600 W Sand Lake Rd, Orlando, FL 32819, for VPS Vehicle Base Kits and associated support. The solicitation will be for a five-year hybrid Firm Fixed Price (FFP)/Cost type Indefinite-Delivery Indefinite Quantity contract. The Vehicle Base Kit and associated ancillary services acquired under this contract are to satisfy a DoD requirement to provide a layered, modular approach to enhancing the combat survivability of current and future ground vehicle platforms. This effort includes: (1) delivery of a maximum 510 Vehicle Base Kits and (2) support services to include engineering, test, software, log, and NRE engineering development. An award date in February of 2023 is anticipated for this action. All contractors must be registered in the DoD’s System for Award Management at http://www.sam.gov. Information on getting registered may be obtained on the website. The Government intends to issue the solicitation on or about 12 August 2022 and will close on or around 12 September 2022. This action will include a U.S. Government Technical Data Package (TDP).
