The Technical Data Package (TDP) is not considered adequate for competition as the drawings are owned by Battelle Memorial Institute and its authorized distributor for these specific items, Aero International, LLC. The Government intends to procure these items on an other than full and open competition. The statutory authority to be used to permit other than full and open competition for this action is Federal Acquisition Regulation (FAR) 13.106-1(b)(1), “Soliciting from a Single Source.” 1a. This notice of intent is not a request for competitive proposals or a solicitation of offers.
