Vehicle Protection System (VPS) Reactive Armor Tiles (RAT) Synopsis W56HZV-21-R-0202 Small business set-aside Three (3) Year Indefinite-Delivery Indefinite-Quantity Contract Estimated Value: $47 Million The U.S. Army Contracting Command-Detroit Arsenal (ACC-DTA), Detroit Arsenal, MI 48397-5000 intends to issue a small business set-aside solicitation (W56HZV-21-R-0202) for production, testing, and delivery of the M19E1, XM44 and XM1218E1 Reactive Armor Tile sets. All responsible sources may submit a bid, proposal, or quotation that shall be considered by the agency IAW FAR 5.207(c)(16). The solicitation will result in the award of a single three-year Firm, Fixed-Price (FFP) Indefinite-Delivery Indefinite-Quantity contract. The resulting contract will establish pricing to be utilized through issuance of delivery orders for discrete quantities for the period stated in the schedule. Tiles will be produced according to a United States Government (USG) Technical Data Package (TDP) with Thermally Adjustable Low Observable Network (TALON) Chemical Agent Resistant Coating (CARC) green paint or standard CARC green 383. The Contractor shall produce armor tiles and conduct the First Article Test (FAT) and Lot Acceptance Tests (LAT). Following acceptable completion of FAT, the Contractor will deliver vehicle sets of tiles in accordance with the delivery order schedule. No Government Furnished Materials will be provided. The TDP is unclassified, Export Controlled, and a Facilities Clearance (FCL) is required. RAT are fabricated boxes with attachment components and hardware, containing a reactive element. They vary in size and shape and may weigh up to 100 pounds. The materials used in the manufacture of RAT include steel, aluminum, titanium, fiberglass and sheet explosive. A potential requirement for RAT could exceed 8,000 tiles per year. Tiles and National Stock Numbers (NSN) listed below have a unit of issue “each” but consist of multiple tiles.
