The services to be acquired under the proposed contract action are for the quality check/test and repair of the Cummins V903 Engine to support Self Propelled Howitzer System (SPHS) vehicle production. The quality check/test includes running each engine on a dynamometer to ensure there are no engine failures. If a failure occurs, Cummins shall repair the engine. This action will result in a two-year Firm Fixed Price Contract on a sole source basis with Cummins, Inc. of Columbus, Indiana (CAGE 15434). Amendment 0001 - To extend the closing date of the solicitation from 13 May 2022 to 18 May 2022.

Under the Authority of FAR 13.5(a) Sole Source Acquisitions, “Simplified Procedures for Certain Commercial Items”, the Government plans to award a sole source, firm fixed price contract with Cummins, Inc. (CAGE 15434). Interested vendors may submit a statement of interest and description of their capabilities for consideration. ACC-DTA proposes to award a new two-year Firm Fixed Price commercial service contract to Cummins, Inc., for the quality check/test and repair of the Cummins V903 Engine to support Self Propelled Howitzer System (SPHS) vehicle production. The quality check/test includes running each engine on a dynamometer to ensure there are no engine failures. If a failure occurs, Cummins shall repair the engine. The proposed contract action is for services which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.5(a). This notice of intent is not a request for proposals. Subcontracting opportunities may exist. Based upon market research, the Government is using the policies contained in FAR Part 13.5, Simplified Procedures for Certain Commercial Items, in its solicitation for the described supplies or services.
