The resulting contract will be a Three-Year, Firm-Fixed Price (FFP) Requirements contract for S-MET spare parts, RMA, and other technical services. This contract will allow the procurement of spare parts and contractor services to support Contractor Logistics Support (CLS) provided by the RLSC and General Dynamics Land Systems (GDLS) for S-MET Increment I systems. This RFP is issued under statutory authority permitting other than full and open competition for this action is 10 United States Code (U.S.C.) 2304(c)(1) as implemented in Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Specifically, FAR 6.302-1(a)(2): and will result in one single award to GDLS. The contract will be non-commercial supply and commercial services containing Firm Fixed Price Contract Line Item Numbers (CLINs) under NAICS Code: 334411 with a Size Standard of 1250. The Government reserves the right to make no award as a result of this solicitation.

ARMY CONTRACTING COMMAND – DETROIT ARSENAL (ACC-DTA) intends to issue a sole-source solicitation to procure Small Multipurpose Equipment Transport (S-MET) Increment I parts and repair and maintenance actions to support Contractor Logistics Support (CLS), along with providing Software Updates and Technical Support services on any S-MET subsystem or component to enable the RLSC technicians to fully support the repair, maintenance, and sustainment actions required to maintain an operational readiness for S-MET at a level of 90% for all fielded systems. Solicitation W56HZV-21-R-0158 will be sole source in accordance with Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii)(B) and 6.302-1(a)(2)(iii)(B), “Only one responsible source and no other supplies or services will satisfy agency requirements”.
