This solicitation is intended to result in a single five-year Requirements contract. The resulting contract will establish pricing to be utilized through the issuance of delivery orders for discrete quantities for the period stated in the schedule. The Government bears no responsibility to issue an initial minimum order base contract award. For further guidance related to a Requirements type contract, see FAR clause 52.216-21, Requirements. The proposed contract is for services for which the Government intends to negotiate with only one source, L3Harris Technologies, Inc. In accordance with FAR 5.207(c)(16)(iii), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The United States Army Contracting Command - Detroit Arsenal (ACC-DTA) intends to solicit, under solicitation W56HZV-21-R-0153, a sole source, Five-Year, Firm-Fixed Price (FFP), Requirements Contract for the procurement of services necessary to repair the Small Tactical Optical Rifle Mounted (STORM) Illuminator, Integrated, Small Arms, commonly known as STORM. The STORM variants, NSNs 5855-01-535-1905, 5855-01-577-5946, 5855-01-600-0486, and 5855-01-646-5962, is a Laser Range Finder (LRF) and Digital Magnetic Compass (DMC) with integrated multifunction lasers. The STORM’s LRF and DMC may be used in combination to obtain accurate positioning information for targeting purposes. The Visible Aim Laser provides active target acquisition in low light and close-quarters combat situations without the need for night vision devices. The integrated infrared (IR) aim and illumination lasers provide for active, covert target acquisition in low light or complete darkness when used in conjunction with night vision devices. The STORM is equipped with a Tactical Engagement Simulation (TES) laser allowing it to be used in a Multiple Integrated Laser Engagement System (MILES) environment. The STORM can be used as either a handheld device or can be mounted to weapons equipped with a MIL-STD 1913 rail. Repair services of STORM systems require maintenance evaluation and repair of non-mission capable systems. The effort includes receipt, test, categorization and storage of systems. Repair is performed on systems that do not exceed the cost threshold of 65% of the price of a new/single acquisition. Services includes a visual inspection, test and fault isolation of each system, and repair of systems to serviceable condition. This action is supported under the authority of FAR 6.302-1 Entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source, L3 Harris Technologies (L3H). In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
