The United States Army Contracting Command - Detroit Arsenal (ACC-DTA) intends to solicit, under solicitation W56HZV-21-R-0045, a Two Year, Sole Source, Firm-Fixed Price (FFP) Requirements contract for the procurement of National Stock Number (NSN) 1375-01-583-6388, Shock Tube: Initiator (STI). The STI device is an adapter to the Remote Activation Munition System (RAMS) M16, MK16 MOD 0, and M39 receivers; designed to take the electrical output of the receiver to mechanically initiate shock tube MDI items (M19, M21, M23), and their blasting caps attached to a charge or munition. The Government intends to solicit and negotiate with only one source, Raytheon Technologies Corporation. This action is supported under the authority of FAR 6.302-1 Entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
