This action is to award a single firm-fixed priced (FFP) five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract to BOH Solutions (BOH) (CAGE:1NSG3) for Special Tools and Test Equipment (STTE) Containerization. STTE Containerization have expanded the footprint of Stryker Maintenance Units, which in turn, creates a challenge to account for, locate, transport, store and access tools to effect timely repair in the field. In order to reduce cost and increase efficiency, the United States Government (USG) is to award a contract for the acquisition of two variations of containers: Each container will be outfitted with internal storage aids that include, modular cabinets, drawers, tie down rings, and a palletized vertical racking designed specifically for the Stryker STTE container system.

The USG plans to acquire 2 variations of containers; (154 EST.) 20 foot (FPU-20-3) (MODIFIED) (NSN: N/A) (P/N 15510023-001) and (59 EST) 8 foot (FPU-8-4) (NSN: N/A) (P/N 15000804-001), outfitted with internal storage aids that include, modular cabinets, drawers, tie down rings, and a palletized vertical racking designed specifically for the Stryker Special Tools and Test Equipment (STTE) container system. These containers will assist in organization and training for Stryker NET and Fielding Personnel. Per 10 United States Code (U.S.C.) 2304(c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2), When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for. As such, the USG proposes to release a Sole Source solicitation to BOH FPU Systems, a division of Boh Environmental, LLC (BOH). The Government plans to award one (1) Indefinite Delivery, Indefinite Quantity (IDIQ) Firm-Fixed Price Contract with a 5 one-year ordering period. The minimum order quantity for twenty foot containers is set at 7 containers. The maximum order quantity is set at 154 containers. The minimum order quantity for eight foot containers is set at 5 containers. The maximum order quantity is set at 59 containers. The Government is obligated to order the stated minimum quantity, per configuration, as a result of this contract. However, the Government reserves the right to order any quantity from the intended minimum and above, up to the stated maximum, per container configuration, in any given ordering period.

In order to reduce cost and increase efficiency, The Government is looking to procure 2 variations of containers, 20 foot and 8 foot, in coordination with SBCT, that will assist the Net Equipment Training (NET) and Fielding personnel with the organization of STTE. A Technical Data package (TDP) is available upon request and will be supplied with the Request for Proposal (RFP).
