Army Contracting Command – Detroit Arsenal (ACC-DTA) is issuing a solicitation for the award of a Firm-Fixed-Price (FFP)/Cost-Plus-Fixed-Fee (CPFF), non-commercial contract for the procurement of 174 each (EA) modification kits, the ancillary installation onto 174 each (EA) Government Furnished Equipment (GFE) M1300 Heavy Equipment Transporter System (HETS) Tractors, and the incidental re-baselining to 10/20 Standard configuration and Fully Mission Capable (FMC). The proposed contract will be issued on a sole source basis under the authority of Federal Acquisition Regulation (FAR) 6.302-1 to Oshkosh Defense, LLC (CAGE 75Q65). The technical data is proprietary Oshkosh Defense as it is the Original Equipment Manufacturer (OEM) for the M1300 HETS Tractor and modification kit. Therefore, the U.S. Government does not own the technical data package (TDP). Pursuant to FAR 5.201(c), subcontracting opportunities may exist with the prime contractor subsequent to contract award. This is a notice of intent, not a request for competitive proposals or a solicitation of offers. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. A determination not to compete this proposed contract action, upon response to this notice, is solely within the discretion of the U.S. Government.
