(SCS), CAGE Code: 40828, doing business as Benchmark Secure Technology, for the Nett Warrior System (NWS) Basic Hub, NSN: 6150-01-649-1133, Part No.: 11193-100-01, using Army Working Capital Funds (AWCF), on an other than full and open competition basis. This solicitation is intended to result in a single five-year Requirements contract. The resulting contract will establish pricing to be utilized through the issuance of delivery orders for discrete quantities for the period stated in the schedule. The Government bears no responsibility to issue an initial minimum order base contract award. For further guidance related to a Requirements type contract, see FAR clause 52.216-21, Requirements. The proposed contract is for supplies for which the Government intends to negotiate with only on source, SCS. In accordance with FAR 5.207(c)(16)(iii), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The United States Army Contracting Command - Detroit Arsenal (ACC-DTA) intends to solicit, under solicitation W56HZV-21-R-0027, a five-year, firm-fixed price (FFP) requirements contract for the procurement of the Nett Warrior System (NWS) Basic Hub, National Stock Number (NSN) 6150-01-649-1133. The Basic Hub is an integral component of the NWS, which provides integrated dismounted Soldier-worn Mission Command (MC) and Situational Awareness (SA) capability to the tactical formation deployed in various platforms. The Government intends to solicit and negotiate with only one source, Secure Communication Systems, Inc. (SCS). This action is supported under the authority of FAR 6.302-1 entitle, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". For this RFI, the Department of Defense is interested in responses from industry on the attached product description that may be used in a future solicitation for the Basic Hub. It is also to determine whether or not potentially new, current, and future manufacturers are interested in doing business with the Department of Defense with the sale of this product.
