Detroit Arsenal (ACC-DTA) along with the Product Manager (PdM) Set, Kits, Outfits and Tools (SKOT) proposes to award a Firm Fixed Price (FFP) for the requirement to procure four FoPUK Berry Amendment Non-compliant Items, consisting of: 78 pairs of Hoffman 10" Coyote Power line boots, 253 pairs of Overshoes, 30 Chamfering Tools O.D. range 0.65"-1.26", and 30 Chamfering Tools O.D. range 1.25"-1.875". The Chamfering Tools (both sizes) are manufactured by Ripley Tools and Overshoes are manufactured by Honeywell while the Hoffman is only available from Hoffman Boots, Inc. A Limited Source Justification (LSJ) has been generated in order to procure the Hoffman 10" Coyote Power line boot. The statutory authority permitting other than full and open competition for the Hoffman boots is: FAR 13.106 (b)(ii), “Where a single source is identified to provide a portion of a purchase because that portion of the purchase specifies a particular brand-name item, the documentation in paragraph (b)(1)(i) of this section only applies to the portion of the purchase requiring the brand-name item. The documentation should state it is covering only the portion of the acquisition which is brand-name.” Both the conformed copy of the Solicitation and the amendment A001 are attached.
