Justification and Approval supports sole source solicitation and award to Cummins Incorporated for a one year Firm-Fixed Price (FFP) Level of Effort contract providing commercial services for urgent Field Service Representative (FSR) Technical Support. Service is provided at two locations to diagnose and repair engine issues in support of the Self Propelled Howitzer System (SPHS) and Bradley Fighting Vehicle Systems (BFVS) during vehicle production. Due to the Unusual and Compelling Urgency for this requirement for immediate need for FSR Technical Support, no attempt has been made to obtain competition for this procurement. A notice was not posted in accordance with FAR 6.302-2 (a) (b) due to the exception found in FAR 5.202 (a) (2).
