The Program Directorate, Light Tactical Vehicles (PD LTV), is conducting a Market Survey to determine the level of interest among qualified small and large business contractors in participating in the property sales or exchanges for non-excess Government property. This purpose of this exchange is to establish a pool of contractors who are available to conduct property sales or exchanges for non-excess Government property. This program will allow PD LTV to maximize the value of existing Government property by defraying part or all of the expense of obtaining new equipment and systems. This is an exchange of similar commercial items as authorized by 40 USC 503 and the Government intends to award multiple exchange agreements. The Government will select offerors based on the greatest exchange value proposed for each individual exchange. The offerors must have the facilities, resources, business systems and personnel to accept exchanges of any non-excess PD LTV property and to provide similar new items in the same FSC. All offerors will be afforded a fair opportunity to compete for individual exchange delivery orders. Offerors must be registered on the Government’s System for Award Management website prior to execution of an exchange.
