M88 Family of Vehicles (FOV) Auxiliary Power Unit Engine Market Survey and Auxiliary Power Unit System Market Survey Sources Sought Notice. The M88A3, M88A2 and M88A1 Recovery Vehicles make up the U.S. Army M88 Family of Vehicles (FOV). The primary mission of each recovery vehicle is to support the Abrams main battle tank and other tracked vehicle systems. The Product Director’s Office for Combat Recovery Systems (CRS) is considering redesigning the M88 FOV Auxiliary Power Unit (APU) system with a modern integrated engine system that is more reliable, sustainable and cost effective. The purpose of this survey is to identify the APU system or APU engine most suited with respect to performance, supportability and cost. The APU system may include retrofit of fielded vehicles as well as production cut-in. Clarification of this Action. This request is a Market Survey. It is an inquiry intended to measure the level of industry capability and availability to provide the APU system or APU engine most suited with M88 FOV with respect to performance, supportability and cost in determining the appropriate acquisition strategy for a potential future acquisition. This Market Survey neither constitutes a Request for Proposal (RFP) or Invitation to Bid, nor does it restrict the United States Government (USG) to an ultimate acquisition approach. Additionally, as a Market Survey, this inquiry does not bind the USG to solicit for or award a competitive contract. Participation in this survey is also wholly voluntary on the part of the contractor, as no reimbursements will be made to any contractor for ANY costs associated with their participation in the survey. The USG will not return data submitted in response to this Market Survey. Lastly, participation in this Market Survey, while important to Army acquisition planners, is neither mandatory nor is it requisite to future participation by a contractor in this or a similar contract RFP. You may address any part or portion of this Market Survey. However, the USG reserves the right to solicit for all or parts of these requirements in the best interest of the USG. Assumptions. The USG will not furnish a complete Technical Data Package (TDP) for this effort. The USG expects the contractor to tell the USG what information the contractor needs to accomplish each task, and provide the technical reference data to support the decision point. Scenario. The possible order quantities of interest by the USG with respect to this effort are: 25, 75, 200, APU systems per year.. The CRS’s desire is to obtain as fully an integrated APU system as practically viable while limiting vehicle modifications. An integrated APU system is defined as one that includes: - An engine capable of meeting current and future power expectations demanded of it by the customer. Inputs/Outputs: Using same Fuel type as M88, Torque, HP, RPM. The incumbent engine Original Equipment Manufacturer (OEM) is Hatz, Model 2G40. - A pump capable of transmitting hydraulic power to various recovery equipment, requiring 20hp driven by the APU engine. - An electrical generator that efficiently charges the vehicle batteries at (27.3 to 28.7) volts by direct current with 180 amperes driven by the APU engine (Refer to MIL-PRF-1275E for latest requirements). If, however, you are mostly interested in supplying only an engine and prefer another vendor to integrate the engine into the APU system; this is also acceptable, but it must be indicated with your response. The APU system must fit into the vehicle without alteration to the existing hull structure. Minor modifications to the APU cover and surrounding area are permissible so as long to not interfere adjacent systems. Also, when integrated into the vehicle the APU system cannot degrade the vehicle system performance. Contractors who deem themselves qualified; please take the time to respond to the questionnaire below. The USG is interested to see who is capable and experienced in meeting any or all areas of interest. This is NOT a request for a full technical proposal. CRS requests that you complete the attached questionnaire and provide the necessary technical data that will allow CRS to assess whether or not your APU system can satisfy the needs of the M88 FOV. Intended Application/Platform background: The M88 FOVs are armored, track-laying vehicles used in combat and non-combat environments and are employed to recover and to support the maintenance of combat vehicles. The M88 is capable of operations in water to a depth of 102 inches (2.29 meters); robustness of design will be demanded from any prospective vendor of the APU engine or APU system to endure challenging environments including contaminated water splashes. The current APU system is designed to provide auxiliary electrical (APU starting, vehicle battery charging and generating 300amps at 28volts per MIL-PRF-1275), and hydraulic power demands (for auxiliary hydraulic operations and also in the in the event the main hydraulic system is nonoperational) to the vehicle operational needs. The APU is capable of being started and operated outside of the vehicle for maintenance and troubleshooting purposes. Current APU’s Hatz 2G40 Engine Configuration is depicted in Figure 1: See Attachment Current APU System Configuration is depicted in Figure 2: See Attachment *NOTE: The current configuration represents an air cooled APU system, however, if there are other APU configurations that could meet performance, space claims specifications, the APU engine/system must fit into the vehicle without alteration to the existing hull structure.
