The Army Contracting Command - Detroit Arsenal hereby requests Firm-Fixed-Price (FFP) proposals for the Vaneaxial Fan Assembly, NSN 1005-01-114-2298. This is a small electric fan that is built to a pre-existing Government-owned Technical Data Package (TDP). This requirement is 100% set-aside for Small Businesses under NAICS Code 336992, Military Armored Vehicle, Tank, and Tank Component Manufacturing. The Government intends to award one Indefinite-Delivery, Indefinite-Quantity (IDIQ) Contract with a five year ordering period as a result of this Solicitation. An initial Delivery Order for 519 Vaneaxial Fan Assemblies will be placed immediately folllowing IDIQ award. Subsequent Orders, if any, will purchase 30 or more Vaneaxial Fan Assemblies, up to a total deliverable quantity of 1,269 each over five years. This requirement includes specialized coating (e.g. Chemical Agent Resistant Coating / CARC, Light Phosphate) and Initial Product Inspection (IPI) requirements. Offerors are encouraged to request and review the Technical Data Package (TDP) thoroughly and early in the solicitation process. Amendment 0001 adds a separately-priced line item for the IPI. Amendment 0002 clarifies the testing requirements and extends the Solicitation Response Date to 29 January 2021. The TDP is competitive, Distribution Statement D, with Export Restrictions. The Army Contracting Command - Detroit Arsenal intends to issue a Firm-Fixed-Price Request for Proposal (RFP) on or around 15 April 2020 for the Vaneaxial Fan Assembly, NSN: 1005-01-114-2298. This is a small electric fan that is built to a pre-existing Technical Data Package (TDP). This requirement will be 100% set-aside for Women-Owned Small Businesses (WOSBs) under NAICS Code 336992, Military Armored Vehicle, Tank, and Tank Component Manufacturing. The Government anticipates award as an Indefinite-Delivery, Indefinite-Quantity (IDIQ) Contract with a five-year ordering period. An estimated initial order of up to 50 Vaneaxial Fan Assemblies will be deliverable at a rate of 30 units per month, beginning 300 days after Contract award. Subsequent orders, if any, will purchase additional fans deliverable at a similar rate, up to a total of approximately 700 over the life of the Contract. This requirement includes specialized coatings (e.g. Chemical Agent Resistant Coating / CARC) and involves a First-Article-Test (FAT) designed to check conformance to performance and composition characteristics.
