Sources Sought Notice NOTICE Type: Sources Sought / Market Research for Firing Mechanism Assembly This is a SOURCES SOUGHT / MARKET RESEARCH notice to request information for Government planning purposes only. Responses will assist the Government in planning its acquisition strategy for a potential future acquisition. The Government is not committed to issue a solicitation or award a contract as a result of this announcement. Army Contracting Command – Detroit Arsenal (ACC-DTA) is seeking qualified and capable potential vendors. Since this is a sources-sought synopsis and not a solicitation for receipt of proposals or quotations, the Government does not encourage questions concerning this market research. This request for information (RFI) is for the manufacturing of Firing Mechanism Assembly, NSN: 1025-01-658-2181; NAICS Code: 332994. The Government is seeking to gain knowledge of interest, capabilities, and qualifications of various members of the community, to include both small and large businesses. If your company is interested and can demonstrate the firm’s ability, capability, and responsibility to deliver the equipment summarized above, we encourage you to respond to this announcement with a statement of your qualifications and capability. In order to do so, you need to provide: - Name and address of the firm. - DUNS number and CAGE Code (valid System for Award Management (Beta.SAM.gov) is MANDATORY). - Your Firm’s Point of Contact (name, phone number, and email address). - Your company’s business size status (small or large) (including Service-Disabled veteran owned, if applicable). If claiming small business status, the information must be verifiable in SAM. - A summary of the item’s commercial availability. (Complete attached market research/commercial item survey) - A summary of your company’s expertise in the manufacturing of the part. -A summary of your company’s delivery capability. -A summary of your company’s experience conducting First Article Testing -A summary of the place of performance. - Is the NAICS Code appropriate for the items being requested? Statements of your firm’s expertise should include reference to relevant contracts performed (including a description of the scope, quantity manufactured, contract number, and point of contact with phone number). All interested firms and manufacturers are hereby notified of the following requirements: In order to receive the technical data package, all bidders are required to execute a Use and Non-disclosure agreement (NDA) binding each bidder to the terms and conditions of the agreement and vendors will also need to have access to Beta.SAM (www.Beta.SAM.gov). A copy of the non-disclosure agreement is attached to this notice or as an attachment to the solicitation or when the solicitation is issued on the web. An official authorized to legally bind the company must sign the NDA. The signature on the NDA must match the individual registered in Beta.SAM before access will be granted. Upon execution of the NDA, it must be returned to Karen Kennedy by email Karen.L.Kennedy26.civ@mail.mil . Upon receipt of the signed NDA, the technical data will be released in Beta.SAM. Your firm must request access to the TDP in Beta.SAM in addition to submitting the NDA in order to receive the TDP. Once these requirements have successfully been completed, you will be granted access to the TDP. If you do not have access to Beta.SAM, recommend you register as soon as possible. Joint Certification Program (EXPORT CONTROL) You must be certified under the United States/Canada Joint Certification Program (JCP) (http://www.dla.mil/HQ/InformationOperations/Offers/Products/LogisticsApplications/JCP.aspx) to be granted access to the technical data (TDP) for this solicitation, via Beta.SAM (www.Beta.SAM.gov). To register, or to re-register, please select the DD Form 2345 link (https://www.dla.mil/HQ/LogisticsOperations/Services/JCP/SpecificDD2345Instructions/ ) and submit the form to the U.S./Canada Joint Certification Office, along with a copy of the company's State/Provincial License, Incorporation Certificate, Sales Tax Identification Form or other documentation which verifies the legitimacy of the company. Once these requirements have successfully been completed, you will be granted access to the TDP. All interested firms and manufacturers, regardless of size, may respond to this request for information. Information submissions can include product literature and illustrations, relevant company background/experience.
