PROVIDING A RESPONSE TO THIS NOTICE IS COMPLETELY VOLUNTARY AND NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS REQUEST OR ANY FOLLOW-ON REQUESTS FOR INFORMATION. THE GOVERNMENT WILL NOT RANK SUBMITTALS OR PROVIDE ANY REPLY TO INTERESTED FIRMS. The Army Contracting Command-Warren is issuing this Request For Information (RFI) announcement as part of a market survey to determine the level of interest among QUALIFIED small and large business contractors to provide Technical Manual (TM) revisions using MIL-STD-40051-2C for the Vehicle Mounted Mine Detector (VMMD) Husky M1231 platform. Under the pending effort, the contractor will be responsible for providing revisions to the VMMD Husky M1231 Technical Manuals. The revisions shall include, but are not limited to, Engineering Change Proposals (ECPs), Maintenance Work Orders (MWOs), the removal of old content in the TMs associated with the updated ECPs and MWOs, associated updates to all logisitics documentation required within the proposed contract's scope of work, and any updates that are the result of verification and corrections needed after Government review. All work packages in the TMs will be updated following MIL-STD-40051-2C. The contractor shall also deliver Engineering Data for Provisioning (EDFP) for the VMMD Husky M1231, and updates to the Maintenance Analysis (MA), Level of Repair Analysis (LORA), Bill of Materials (BOM), LSA 036 Reports and Safety Assessment Reports (SAR). Tasks and efforts will focus on the following manuals: a. Hand Receipt HR 9-2355-316-10 b. Lubrication Order LO 9-2355-316-13 c. Operator's TM 9-2355-316-10 d. Field-Level Maintenance TM 9-2355-316-23 e. Repair Parts and Special Tools List TM 9-2355-316-23P Potential Offerors must be registered in the System for Award Management (SAM) in order to conduct business with the Government. Interested organizations may submit their capabilities, and qualifications to perform the effort in writing to the identified point of contact not later than 5:00 PM EST on 25 March 2019. Such capabilities and qualifications will be evaluated solely for the purpose of determining if this procurement can be accomplished on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications ARE NOT acceptable in response to this notice. No questions will be taken at this time. If and when a solicitation is posted, questions will be taken at that time and answered via a live Question and Answers Document.
