DESCRIPTION: On a Full and Open basis, Army Contracting Command - Warren (ACC-WRN) plans to solicit and award up to two, 5-year firm fixed price - Indefinite Delivery Indefinite Quantity (IDIQ) contracts under the authority of FAR 16.504 indefinite-quantity contracts for the following item: NSN: 1005-01-383-2872, noun: M16A4 5.56mm Rifle Minimum quantity: 12 each (FAT Requirement); maximum quantity: 215,000 each. If two awards are made, each successful awardee will receive a guaranteed minimum order for NSN: 1005-01-383-2872. Future orders will be competed amongst the awardee(s) in accordance with the terms outlined in the solicitation and resulting contract. A license agreement between COLT'S MANUFACTURING COMPANY LLC and the US Government requires the items procured to be manufactured in the United States Territory. United States Territory means the fifty states, the District of Columbia, and the territories, island possessions, and protectorates of the United States of America. The successful offeror(s) under this solicitation agrees to manufacture the items being procured under the resulting contract within the United States Territory. Vendors are hereby notified that in order to receive access to the technical data package (TDP), they are required to execute a Non-Disclosure Agreement (NDA) binding each offeror to the terms and conditions of the agreement, and have access to FedBizOpps (www.fbo.gov). An official authorized to legally bind the company must sign the nondisclosure agreement. Instructions for obtaining this document are contained in section C of the solicitation. Offerors must also be registered in the Joint Certification Program (export control) in order to access the TDP and must be certified to have export control TDP access. To register or to re-register please select the DD form 2345 link: https://public.logisticsinformationservice.dla.mil/publichome/jcp/, and send to the U.S./Canada Joint Certification Office, along with a copy of the company's state/provincial license, incorporation a certificate, sales tax identification form or other documentation which verifies the legitimacy of the company. Once these requirements have successfully been completed, an offeror will be granted access to the TDP. All contractors that provide goods/services to the Department of Defense (DoD) must be registered in System for Award Management (SAM). You may register via the internet at https://www.sam.gov. If you are not registered in FedBizOpps, JCP or SAM, we recommend you do so as soon as possible. This solicitation is being issued electronically in accordance with FAR 4.502 and 5.102.
