The RFP (W56HZV-19-R-0053) will be sole source in accordance with the authority of Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” RFP W56HZV-19-R-0053 is planned to result in a 3-year firm-fixed-price, Indefinite Delivery Indefinite Quantity (IDIQ) contract with Ricardo Defense. The guaranteed minimum quantity is 10 and the total maximum quantity is 9,480 ABS/ESC Retrofit Kits for the HMMWV Family of Vehicles (FoV). The RFP is expected to be released in the 3rd quarter of Fiscal Year 2020. The proposal will be due approximately 30 calendar days after the RFP is released. Contract Award is anticipated in the 2nd quarter of Fiscal Year 2021. Ricardo Defense is the only qualified source for this procurement. The Ricardo Defense ABS/ESC kit is the system currently being installed in HMMWVs during new production and Recapitalization programs. The ABS/ESC Retrofit Kit is tailored specifically for the HMMWV through the platform weight ranges. Ricardo Defense owns the proprietary rights and maintains source control for 87% of the main kit components. The NAICS code for this acquisition is 339999. The inspection/acceptance and FOB points are Origin. Although it is the Government's intent to solicit and negotiate with only one source, Ricardo Defense (Cage Code 1CJM7), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. This is a pre-solicitation notice, otherwise known as synopsis. The solicitation pertaining to this notice will not be available for a minimum of 15 calendar days from the date of this notice. Contractors should not call the buyer(s) or procuring contracting officer seeking a copy of the solicitation (or other data) as none will be available until the solicitation is issued. No hard copies of the solicitation will be issued.
