This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The combined synopsis / solicitation number is W56HZV-19-R-0034. This solicitation is for a one year firm fixed price requirements contract for the Enhanced Rapid Airfield Construction Capability (ERACC) Type II Hardware and Services on a sole source basis to Trimble Inc., CAGE 3MJN0, 5475 Kellenburger Rd., Dayton, OH, 45424-1013. The ERACC Type II is a Laser and Global Positioning Systems (GPS) grade control capability system using enhanced construction technologies and on-board computers to process and store site operations data in order to rapidly construct airfields and roadways. The capability integrates site planning with project design data to increase operational efficiency and to provide precise excavation. The ERACC Type II capability package will enhance construction productivity by increasing the efficiency of earthmoving operations conducted with existing Caterpillar vehicles. The statutory authority permitting other than full and open competition for this action is Title 10, United States Code (U.S.C.), Section 2304(c)(1), as implemented by the Federal Acquisition Regulation 6.302-1, Only One responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. In order to maximize subcontracting opportunities to the maximum practical extent, and consistent with the objectives and requirements of the contract in accordance with FAR 5.201, competitive opportunities for subcontracting to Trimble Inc. may be available. This is not a request for competitive proposals; however, the Government will consider responses from all responsible sources received electronically in the FBO system by May 28, 2019. Responses must be supported with clear and convincing evidence to clearly be able to provide the hardware and services outlined in this notice and solicitation W56HZV-19-R-0034. Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source described in this notice, and such determination shall be made at the sole discretion of the Government.
