Pre-Solicitation Notice / Synopsis - RA-1 RAM-Air Parachute System Spares The Army Contracting Command - Warren intends to issue a Firm-Fixed Price Request for Proposal (RFP) in June 2019 for the procurement of spares associated with the RA-1 Ram-Air Parachute System, NSN: 1670-01-606-1897; NAICS: 314999. The RFP will result in a Five-year, Multiple Award Indefinite Delivery, Indefinite Quantity (IDIQ) Contract. The RFP will be full and open competition; however, the Government will only evaluate a proposal from an offeror certifying it has met the criteria prescribed in Qualified Products List (QPL) MIL-DTL-6645*. The parachute system spares to be procured are found on the attachment to this synopsis which identifies the estimated Minimum Guaranteed Quantity and Maximum Contract Quantity for each item. The Government will only be required to order the stated minimum amount. The maximum order amount may be achieved through the issuance of a single or combination of orders at any time during the ordering periods. Up to two (2) base contract awards will be made to satisfy the minimum guaranteed quantity for each item. In the event of multiple awards, evaluation will be based upon the lowest price, and the original base award will be split 50/50 between the two winning offerors. For each subsequent delivery order, awardees of the base contract will be provided a fair opportunity to be considered for each offer. Offerors are advised that price will be competed on individual delivery orders, regardless of the prices offered in conjunction with the original contract award. Offerors are encouraged and expected to further compete price for additional quantities on further orders. In no case will a delivery order be awarded at a higher price than imposed by the basic contract. FIRST ARTICLE TEST (FAT) will be required for the DEPLOYMENT SYSTEM, RESERVE, PARACHUTE; NSN: 1670-01-623-7039. All other items will require a CERTIFICATE OF CONFORMANCE with Inspection and Acceptance at Origin. The contractor(s) will be authorized to ship early with no quantity restrictions and at no additional cost to the Government. All shipments will be FOB Destination to the following ship to address: (W25G1U) SU W1A8 DLA DISTRIBUTION DDSP NEW CUMBERLAND FACILITY 2001 NORMANDY DRIVE DOOR 113 TO 134 NEW CUMBERLAND, PA 17070-5002 *ITEMS ON QPL MIL-DTL-6645 ARE NON-AVIATION CRITICAL SAFETY ITEMS (CSI), ANY FAILURE WILL RESULT IN SERIOUS DAMAGE TO EQUIPMENT OR SERIOUS INJURY OR DEATH TO PERSONNEL. QUALIFICATION TESTS REQUIRED, TESTS REQUIRED SHALL BE IN ACCORDANCE WITH TDP AND SHALL CONSIST OF ALL TESTS AND EXAMINATIONS NECESSARY TO ASSURE PERFORMANCE SPECIFICATION AND QUALIFICATION CONFORMANCE.
