Under the authority of Title 41 United States Code (U.S.C.), Section 1903, as implemented by FAR 18.2, "Emergency Acquisition Flexibilities," this contract action has been determined to be streamlined and expedited using commercial and simplified acquisition procedures in accordance with FAR 12.102(f)(1) and 13.500(c)(1). 2. Amendment 0003 changes this Request for Quote (RFQ) to full and open competition. Responses are due 26 August 2019 at 5:00 PM. 3.
