As a result of the approved Determination & Findings for Certain Emergency Acquisition Flexibilities (01 February 2019) in theprocurement of items used to facilitate defense against or recovery from chemical, biological, radiological, or nuclear attacks, this action is expedited and treated as a commercial acquisition utilizing simplified acquisition (FAR Part 13) and commercial (FAR Part 12) procedures. 1. This solicitation is sole sourced to Avon Protection Systems, Inc. (CAGE Code 1LEW5). The Technical Data Package (TDP) is not considered adequate for competition as the drawings are owned by Avon Protection Systems, Inc. 2. This solicitation will result in a Firm-Fixed Price purchase order for the following requirement: NSN Mfg P/N Noun Qty 8465-01-529-0599/71021/1/17,000 Chemical Carrier, mask 3. First Article Test (FAT) is required. To request the FAT to be waived, see Paragraph L.3., Provision for Waiver of Required First. 4. The contractor is authorized to ship early with no quantity restrictions and at no additional cost to the Government. 5. All shipments will be FOB Destination to the following ship to address: (W22PVJ) XU BLUE GRASS ARMY DEPOT BLUE GRASS ARMY DEPOT 431 BATTLEFIELD MEMORIAL HIGHWAY RICHMOND, KY 40475-5070 The solicitation, W56HZV-19-Q-0041, is anticipated for release in two to four weeks and will contain the required technical information and a specific due date and time. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is, in fact, unable to maintain a mailing list. The burden is therefore on any interested parties to periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any amendments and to respond to them prior to the date and time set for receipt of proposals may render your proposal nonresponsive and result in the rejection of the proposal.
