INTRODUCTION Army Contracting Command – Detroit Arsenal on behalf of the Product Manager (PdM), Multi-Mission Protected Vehicle Systems (MPVS), is seeking to identify sources capable of manufacturing the EHP Roller and associated kits (Authorized Stockage List (ASL), Prescribed Load List (PLL), and Basic Issue Items (BII) kits). The purpose of this sources sought inquiry is to collect information and measure the interest and ability of industry to provide the EHP Roller and associated kits to the United States Government (USG). This is not a Request for Proposal or Invitation for Bid, nor shall this inquiry be construed as a commitment or obligation on behalf of the USG to issue a solicitation. The USG does not intend to award a contract resulting from the information contained herein; proposals will NOT be accepted nor considered. Participation is strictly voluntary, and responses shall be provided at no cost or obligation to the USG. Data received in response to this inquiry will not be returned by the USG. SUBMITTAL INSTRUCTIONS Responses to this inquiry, including any supporting information/documentation (e.g., company or product literature), shall be submitted electronically to point(s) of contact listed below no later than 15 calendar days after posting to the Government Point of Entry (System for Award Management website; https://sam.gov/). Submissions with a file size greater than 10 MB (maximum of 8 GB total) shall be sent through the Department of Defense Secure Access File Exchange (DoD SAFE) website (https://safe.apps.mil/). Note: When using DoD SAFE, firms must send an email to the Contract Specialist to initiate a file exchange. Firms will receive an automated email from the DoD SAFE application containing instructions for uploading the file(s). The USG does NOT wish to obtain classified or proprietary data/information in response to this inquiry. Any response provided with restrictions will not be opened or reviewed and may be returned by the USG. Moreover, the USG is not responsible for unauthorized public disclosure of any such data/information provided in response to this inquiry. DESCRIPTION OF INTENT The USG awarded Contract W56HZV-19-D-0101 to Globe Tech LLC on 24 September 2019 as an Indefinite Delivery Indefinite Quantity contract with five ordering years. The contract provides for a maximum production quantity of 370 EHP Rollers, and includes first article testing, system support packages, Authorized Stockage List (ASL), Prescribed Load List (PLL), and Basic Issue Items (BII) kits. Product Manager (PdM), Multi-Mission Protected Vehicle Systems (MPVS) has a requirement for an addition of 23 Each (EA) EHP Rollers, 25 ASL, 23 BII and 11 PLL. This market survey seeks to determine industry capability and interest to provide these EHP Rollers and kits. The Government is anticipating a potential future 1-year sole source contract to Globe Tech LLC, beginning mid-year FY25 through mid-year FY26.
