Request for Information (RFI): The Product Manager (PdM) for Multi-Mission Protected Vehicle Systems (MPVS) and the Army Contracting Command-Warren (ACC-WRN) are issuing this request for information (RFI) announcement (also referred to as a "market survey") as part of a sources sought notice to determine the level of interest among qualified small and large business contractors in providing System Technical Support (STS)) and System Sustainment Technical Support (SSTS) services for the in-production and out-of-production PdM Multi-Mission Protected Vehicle Systems (PdM-MPVS)-formerly Mine Resistant Ambush Protected (MRAP)- MaxxPro Family of Vehicles (FoV). This notice is an RFI ONLY; therefore, no questions will be taken at this time. If and when a solicitation is posted, questions will be taken at that time and answered via a live Question and Answers Document. This RFI does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the United States Government (USG) to issue a formal solicitation or ultimately award a contract. The USG will not rank responses or provide any reply to interested firms. Providing a response to this notice is completely voluntary and the USG is in no way liable to pay for or reimburse any company or entity that responds to this announcement. Any costs associated with providing a response to this announcement will not be reimbursed. Data submitted to the USG will not be returned but will remain archived as part of the procurement's historic records. Performance Work Statement (PWS): The anticipated period of performance for this effort is 01 April 2020 through 31 March 2023. The primary goal of this effort is to gauge existing expertise for STS and SSTS services in support of the PdM MPVS MaxxPro FoV. The information immediately below may be used as general PWS inputs to assist with answering the questions in the "RFI QUESTIONNAIRE" section of this document: • Engineering Design Support for Two-Dimensional/Three-Dimensional (2D-3D) Models, IBOMs, and Drawings • System/Subsystem Design Engineering Support • Configuration Management • Logistics Support • Provisioning • Development and Revision of Technical Manuals and Publications • Technical Training and Training Support Services • Contractor Field Service Representatives (CFSRs) Support and Services Instructions for Completing the Questionnaire: Businesses who believe that they possess the necessary qualifications and who would be interested in competing for such a contract, please take the time to respond to the "RFI QUESTIONNAIRE" section of this document. It is requested that electronic responses be provided in any of the following formats: Microsoft Word 2013 or earlier, Microsoft Excel 2013 or earlier and Microsoft PowerPoint 2013. Zip files are not acceptable. E-mails are limited to 10Mb in size; e-mails in excess of 10Mb must be broken into smaller submissions. The subject line must read "(Company Name) response to Product Manager (PdM) MPVS RFI." Be sure to spell out acronyms in their first instance and include the following information: 1. Telephone Number/Fax Number e. E-mail address 3. A response to each of the questions in the following questionnaire regarding your company's expertise in the areas identified. RFI QUESTIONNAIRE 1) Please briefly describe your company's technical subject matter expertise and overall capability to support the MaxxPro FoV vehicles. Define/describe your company in terms that apply directly to the PWS summarized above. 2) Please describe your company's technical expertise and overall capability to conduct annual maintenance service in accordance with Technical Manuals and Operator Manual 9-2355-457-10 and install all service and mandatory replacement parts in accordance with Technical Maintenance Manual 9-2355-457-23- series. 3) Describe your company's technical expertise and capability to identify and perform TM-10/-20 standards. 4) Does your company have a documented quality program prepared in accordance with International Organization for Standardization (ISO) 10005 Quality Management Systems Guidelines for Quality Plans (adopted by Department of Defense (DoD) 1 DEC 95)? 5) Describe your company's established supply chain logistics capability and ability to identify and acquire the following: standard service items and mandatory replacement parts. 6) Does your company have an existing skilled workforce and established logistical operations that are sufficient to provide MaxxPro FoV services in a Continental United States (CONUS) and Outside Continental United States (OCONUS) environment within 30 days from award of a contract? 7) Describe your company's current expertise and overall capability to ensure that the currently fielded MaxxPro FoV fleet does not suffer a break in service and/or degraded capabilities. 8) Describe your company's ability to provide a fully vetted and qualified staff of Mechanics, Trainers, and logistics support personnel capable of supporting the program described in this RFI. All personnel for this effort will require a National Agency Check with Inquiries (NACI) or equal investigation and need to acquire a Common Access Card (CAC). 9) Please provide any additional comments you may have regarding this proposed acquisition. You are encouraged to provide any commercial literature in support of your company's capabilities to execute this proposed program. 10) The USG does not possess unlimited rights to the Technical Data Package (TDP) for the MaxxPro FoV.
