The 409th Contracting Support Brigade (CSB), Theater Contracting Center (TCC), Kaiserslautern, Germany is contemplating in establishing a single firm Blanket Purchase Agreement (BPA) IAW FAR 13.303-2 (c)(2) for delivery of liquid propane gas (LPG). A BPA is NOT a binding contract, but just an agreement between the U.S. Government and a vendor to provide propane delivery services to the Kaiserslautern Military Community (KMC), Baumholder, and Wiesbaden locations in Germany. The BPA shall not exceed 60 months/5 years and the proposed BPA ordering period shall be as follows: Ordering Period I: From date of BPA issuance through 365 days thereafter Ordering Period II: From the end of Ordering Period I through 365 days thereafter Ordering Period III: From the end of Ordering Period II through 365 days thereafter Ordering Period IV: From the end of Ordering Period III through 365 days thereafter Ordering Period V: From the end of Ordering Period IV through 365 days thereafter The estimated usages are expected to 11,000 Liters of propane per annum. This is just an estimated amount and may increase or decrease based on actual usage. The Government is seeking sources who have the capability to supply the Government with LPG to the KMC, Baumholder, and Wiesbaden locations in Germany. The Government will review all submissions to this source sought, however, the Government intends to solicit the invitation for participation for a future BPA to the respondents of this SS within the local trade area via e-mail rather than posting to GPE using the exception under FAR 5.202 (12). This SS is issued is to conduct market research to gather information on the scope of the LPG market within Germany. It does not constitute an invitation for participation or a promise to issue an invitation for participation in the future. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
