All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this request does not preclude participation in any future RFP, if any is issued. ******** This announcement seeks information from industry which will be used for preliminary planning purposes. No proposals are being requested or accepted with this announcement. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. NO SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. 1. AGENCY: United States Army 409th Contracting Support Brigade, Theater Contracting Command (TCC) 2. NAICS: 237310 Highway, Street, and Bridge Construction 3. PLACE OF PERFORMANCE: Rhineland-Palatinate, Germany Job sites may be at any USAG-RP location within Rhineland- Palatinate. 4. ACQUISITION INFORMATION: Small and Small Disadvantaged Business requirements are waived for this project due to its OCONUS location (Germany). 5. Project Description: The TCC is seeking interested parties to comprise a pool of contractors for paving construction, rehabilitation, maintenance or repair of areas to include, but not limited to roads, streets, sidewalks, and parking areas. Principal item to be performed to accomplish the work consist of but are not limited to: Preliminary work and demolitions Earthwork Sub-foundations and foundations Coverings Milling asphalt roads and parking lots Ridged and flexible paving of roads and parking lots Painting road markings Joint sealing roads and parking lots Handicap sidewalk entrances from streets All types of curb work Marking, maintenance, and repair work Utilities work to include water lines, sewer lines and storm water drainage NOTE: The Government is currently estimating $5M in projects per year to be awarded amongst the vendors; but is not limited to this amount. The Government projects a shared total capacity of $45M ($45,000,000) over 5 years. BACKGROUND: These services are currently being covered by a variety of smaller individual contracts and task orders. 6. SOURCES SOUGHT: The purpose of this sources sought is to gain knowledge of interest, capabilities and qualifications of contractors who have the capabilities to complete and perform contracts of this magnitude, and to address any questions, recommendations or concerns from Industry. The Government must ensure there is adequate competition among potential pool of responsible contractors. Prior Government contract work is not required for submitting a response under this sources sought announcement. 7. RESPONSES: The Capabilities Statement for this sources sought is not intended to be a Request for Proposal nor Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. It is to request statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the TCC in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. 8. SUBMISSIONS: Offerors response to this Sources Sought shall be limited to 1 page exclusive of marketing materials and commercial brochures which are not included in the page count and shall include the following information (Clarifications and or questions shall be submitted in a separate word document and will not count towards the 1 page limitation): • Offeror’s Name, address(es), English speaking point of contact, phone number and e-mail address • Offeror’s interest in proposing on the solicitation when it is issued (Yes/No) • Offeror’s Cage Code and/or SAM UEI number • Offeror’s capability to perform a contract of this magnitude and complexity 9. RESPONSES DUE: All interested contractors should submit responses via email by 1600 HOURS Central European Time on 12 March 2025.
