Request for Information/Sources Sought Introduction THIS IS A REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT ONLY – This RFI/Sources Sought is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a Request for Quote (RFQ) or a promise to issue an RFP or RFQ in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI/Sources Sought does not preclude participation in any future RFP or RFQ, if any are issued. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. Background Current contract, W564KV16D0008, was awarded on 31 August 2016 as an Indefinite Delivery Indefinite Quantity (IDIQ) contract that expires on 30 June 2022. It contained both FFP and Cost type Contract Line Item Numbers (CLIN) and an ordering period of five-years. Contract W564KV16D0008 is a supplementary contract to W564KV12D0010. Contract W564KV16D0008 encompasses work locations that contract W564KV12D0010 did not contain. Contract W564KV22D0001 was completed as a “bridge” extension action in order to allow further time to re-compete W564KV12D0010. The re-compete for W564KV12D0010 included the locations that are in contract W564KV16D0008 and was completed under contract W564KV22D0002 on 28 February 2022 and was subsequently protested. Since W564KV16D0008 is a companion contract to W564KV12D0010 and W564KV22D0001, the protest delays the new contract, W564KV22D0002, which subsequently causes a “bridge” extension to W564KV16D0008. Requirement Consolidated Facilities Operation and Maintenance (O&M) Services to include General Building and Structures Work, Grounds Maintenance and Snow & Ice Removal Services for Germersheim Army Depot, AAFES Depot Gruenstadt, and Coleman Worksite Mannheim: 1. Recurring structural Inspections, maintenance, and repair 2. Recurring electrical systems inspections, maintenance, and repair 3. Recurring and unscheduled fire protection and prevention systems inspections, maintenance, and repair 4. HVAC systems recurring and unscheduled inspections, maintenance, and repair 5. General scheduled inspections and maintenance 6. Recurring and unscheduled gas systems inspection, maintenance, and repair 7. Sign work on buildings 8. Wash rack maintenance 9. Grounds maintenance and landscaping 10. Maintenance and repair of paved surfaces and unpaved surfaces areas 11. Snow and ice removal RFI/Sources Sought Response With the requirement in mind, please answer the following questions as part of your response: 1. Explain, in detail, how your company would be able to be ready to start performing all requirements on 1 July 2022 without a gap in service. 2. Explain, in detail, how the costs associated with awarding a new contract, as opposed to extending the current contract, would reduce the overall costs of performance of the requirement. No extensions to the RFI response period will be granted.
