The solicitation number is W564KV21R0009 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06. The associated North American Industrial Classification System (NAICS) code for this procurement is 333112 with a small business size standard of 1,500.00 employees. This requirement is unrestricted and only qualified offerors may submit bids. The solicitation pricing on www.UnisonMarketplace.com will start on the date this solicitation is posted, and, unless otherwise displayed at www.UnisonMarketplace.com, will end on: 2021-09-24 12:00:00.0 Eastern Time. This time supersedes the Offers Due Time listed above. FOB Destination shall be in the Place of Performance. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, ACC - 409th CSB Europe RCO Bavaria intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, Unison Marketplace. Unison Marketplace has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. ACC - 409th CSB Europe RCO Bavaria is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.UnisonMarketplace.com. There is no cost to register, review procurement data or make a bid on www.UnisonMarketplace.com. Offers submitted in response to this solicitation shall be in terms of local currency (if not a US Vendors) or U.S. Dollars (for US vendors). For evaluation purposes, the Government shall use the current FY Budget Rate to convert the local currency (i.e. Euro € = 0.8587 ) offers into U.S. Dollars. In the event an offer is received in a currency other than Euro (€), the Government shall use the daily exchange rate on the solicitation closing date to convert the currency into U.S. Dollar for evaluation purposes. Conversion Rate will be pulled from www.XE.com at the same time for all offerers. c. Each offeror’s proposed price will be evaluated to determine whether it is fair and reasonable as per FAR 13.106? 3. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
