INTRODUCTION: The Army Contracting Command, 409th Contracting Support Brigade (CSB) Europe - Theater Contracting Center (TCC) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for to provide Laundry and Dry Cleaning services throughout Germany. The intention is to procure these services on a competitive basis. IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMMATION PERTAINING TO THIS REQUIREMENT." 2. REQUIRED CAPABILITIES: The contractor would operate government furnished Troop Collection Points (TCPs) on U.S. Army installations throughout Germany. The TCPs would require weekly operation of 5 days. The Contractor would receive, account for, process, and transport all items between the TCPs and the Contractor's laundering and dry cleaning facilities for cleaning, redistributing laundered items, and keeping records. The turnaround time for laundry to be collected, laundered and returned to the collection point would be three (3) working days. The Contractor would provide all management, supervision, personnel, equipment, tools, materials, and transportation to perform all phases of laundry and dry cleaning services and TCP operations. TCPs are U.S. Government-owned, Contractor-operated (GOCO) facilities located in areas of troop concentration. At the TCPs, the Contractor would accept unit clothing from authorized patrons, consolidate daily receipts for delivery to the contractor's laundry facilities and reissue finished work back to owning units. All phases of laundering and dry cleaning operations would be conducted at the Contractor-owned, Contractor operated (COCO) facilities that would be fully equipped with equipment of such design and operational features to specifically handle Army linen, military tactical gear and uniforms, medical and dental items, and other related items. The facilities would be staffed and managed/supervised by personnel fully knowledgeable of what equipment, wash procedures, drying procedures, et cetera are required to meet the unique requirements for processing military items, unless otherwise specified within. No portion of the laundering and dry cleaning operations would be performed in U.S. Government facilities. Can or has your company managed a task of this nature? If so, please provide details. 3.) Can or has your company managed a team of subcontractors before? If so, provide details. 4.) Can your company manage the requirements listed above for all of Germany, which include both SE Germany and SW Germany? 5.) Can your company manage only one region of Germany, either the SE or SW region relative to the requirements listed above? Please feel free to add any additional information that the Government needs to consider as a solution to fulfill this requirement. Your responses may be used to further evaluate and/or refine our requirement. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
