Questions shall annotate a reference to the specific solicitation element to which they pertain. If an Offeror believes that the requirements in these instructions contain an error, ambiguity, omission, or are otherwise deemed unsound, the Offeror shall immediately notify the Contracting Officer (KO) in writing with supporting rationale. ________________________________ The Government intends to issue a Firm-Fixed-Price, non-personal service contract and to solicit the proposed services under the authority FAR Part 12 & FAR Part 13. The announcement constitutes the only solicitation; proposals/quotations are being requested and a written solicitation will not be issued. This is a non-personal service(s) contract to provide services as an Army community Services (ACS) Community Information Specialist (CIS). Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. Most of the services must be performed during government office hours at a government site. There must be an interrupted performance of all tasks defined within the Performance Work Statement (PWS) when the government facility is not closed. Stability and continuity of these services are essential. This contract is between the Government and the Contractor. The Contractor is the CIS who provides services. These services may be provided by a CIS Contractor (him/herself) or by employee(s)/sub-contractor(s) of the Contractor.
