Installation Management Command-Europe (IMCOM-E), in coordination with the 409th Contracting Support Brigade (CSB) Theater Contracting Center (TCC), is hosting an Industry Day at US Army Garrison Bavaria – Grafenwöhr, Germany on 18 and 19 January 2023, in the English language. The Industry Day provides potential vendors an opportunity to observe representative sites and a chance to ask larifying questions of U.S. Government representatives. The intent is for potential vendors to have a good understanding of the types of service required in the GWG contract, and the conditions under which they would be expected to perform these services. The visit will begin at 0900 hrs Central European Time (CET), on 18 January 2023, and will end no later than 1600 hrs CET each day. Potential vendors are asked to provide the following by 1200 hrs CET, 09 January 2023, for attendees (maximum of 2 attendees per company): Full Name; Nationality; Date of Birth; Passport/Ausweiss Number and contact information for each individual attending to following points of contact: Mr. Labinot Shabani (Contracting Officer) email: labinot.shabani.civ@army.mil and Ms. Stephanie Delosreyes (Contract Specialist) email: stephanie.l.delosreyes2.civ@army.mil. Each participant must be approved by the U. S. Government before attending; submission for a request does not guarantee entry onto the base. If an attendee does not provide advanced notice as required, they will not be permitted to enter nor attend. Also, please state in the response if your company is interested in participating in a one on one discussion with the Government team. At 0900 hrs CET, 18 January 2023 transportation will meet the attendees at Hans-Ohorn-Platz 7, 92249 Vilseck. The attendees (with the IMCOM-Europe representatives and the 409th CSB Contracting Officer) will board the transportation, and the driver(s) shall take the guests to those locations designated for collaboration, and to observe contract security guard operations. Personal vehicles will remain at the meeting point. At the end of each day, the attendees will board the transportation and ride to the original meeting point for disembarkation. At 0900 hrs CET, 19 January 2023, the process will be repeated as necessary. There will be a sign in sheet at the event with available times for the one on one discussions and will be held in a separate room. Each company has a maximum of 30 minutes for the one on one discussion. Responses during the industry day may become public and we cannot guarantee the privacy of the information. This Industry Day Notice is issued solely for information and planning purposes and all information provided is subject to change. The United States Army Installation Management Command, Europe (IMCOM-E) is conducting a market survey to identify sources interested in, and capable of providing armed guard services on all U.S. Army Installations (Kasernes) throughout Germany. The U.S. Government is interested in knowing to what extend your firm would be capable of providing the services mentioned below. The findings from this Market Research effort may impact future solicitations related to this requirement. This sources sought is not a solicitation or Request for Proposal as defined by the Federal Acquisition Regulation (FAR) 2.101, and the Government is not requesting offers or proposals at this time. The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. The Government may use the information provided to develop a comprehensive acquisition strategy and solicitation. The anticipated award is an indefinite delivery-type, non-personal services contract, providing and supervising uniformed armed security guards. The anticipated contract term is a five to ten year ordering period projected to begin in Fiscal Year (FY) 2024. The armed security guards will be responsible for performing the following functions associated with the protection of U.S. Government installations, materials, property, and personnel: static access control, roving patrols (both foot and motorized), inspecting large and small vehicles, intrusion detection alarm system, pass and badge control, and explosive detection dog (EDD) teams. The supervisors, the motorized patrols, and the EDD teams must be able to move from one Kaserne to another Kaserne. Personnel proposed to work under the contract must be native-born citizens of North Atlantic Treaty Organization (NATO) member nations, who have resided in Germany for not less than twelve months as of the date that your firm would hire them. Each security guard and supervisor will require a certificate of successful completion of the standards in paragraph 34a of the German Industrie-und Handelskammer (IHK) security guard training/certification program. The employees who will work under this contract must be capable of conversing in English and German to the degree that they understand oral and written communications and can express themselves in work matters (i.e. reporting emergencies, in person, by telephone/radio, in written reports). The middle and upper level management staff shall have general proficiency in both English and German, able to communicate complex security and legal ideas and concepts to senior U.S. Government leaders, orally and in writing. All EDD teams must certify with U.S. Government officials before assuming duties and will recertify annually. Security services will be provided at garrisons and Kasernes across Germany. There are more than 100 posts (some operate 24 hours daily throughout the year, while others operate fewer hours per day, and/or fewer days per week). The U.S. Government may open new Kasernes or close existing facilities, based on the direction of the Department of Defense. Interested companies are requested to submit capabilities statements to the parties identified below NLT 28 November 2022. Capabilities statements shall include the following information: Detail capability to organize and assemble a mobile armed guard force to include size, response time, and locations. Detail capability to train & deploy additional personnel concurrently to multiple locations in support of heightened security levels. Input concerning a multiple-award strategy versus a single award strategy, and your capability to support one or both. Minimum mobilization period (in months) to meet the requirement to include necessary time to recruit, hire, train, and locate the necessary workforce. Ability to obtain the necessary assets and licenses/certifications (e.g. weapons, EDD teams) and move them from one Kaserne to another, including across Federal German State boundaries. Experience performing the same or similar requirement within the last 5 years (include contract number, contract type, dollar value, number of employees, summary of work performed). Input concerning a 5 year contract versus a 10 year contract, and your capability to support one or both. Input concerning including the EDD requirement versus removing the EDD requirement, and your capability to support either one. Input concerning increased levels of Force Protection Conditions (FPCON) and time needed to ramp up between levels.
