Request for Information/Sources Sought Introduction THIS IS A REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT ONLY – This RFI/Sources Sought is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a Request for Quote (RFQ) or a promise to issue an RFP or RFQ in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI/Sources Sought does not preclude participation in any future RFP or RFQ, if any are issued. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. Background Installation Management Command – Europe (IMCOM-E), GSE/G4 Furnishings Branch has a requirement to provide appliance repair services throughout the theater which requires contracted services to handle the workload. The Department is requesting responses which will assist in the selection of an efficient method of handling the required workload of appliance repairs, Installation/Uninstallation of appliances including the management of repair parts/common standard item parts within Europe. Requirement See the attached draft Performance Work Statement (PWS) and below requirements. This is a draft PWS and does not represent the final requirement which is subject to change until the RFQ is posted: The purpose of this acquisition is to provide appliance repair services, Installations/Uninstallations of Appliances at customer’s dwellings, and the Management of repair parts/common standard item parts/installation parts within Europe. The primary intent of repair services is for the contractor to be able to repair appliances at the customer location during the initial repair visit. RFI/Sources Sought Response With the requirement in mind, please answer the following questions as part of your response: Is it possible to repair all appliances during the first visit at the customer’s home? Why or why not? How can the ability to do first time repairs be improved? What are your thoughts about moving the requirement of the installation/uninstallation of appliances back into the appliance repair contract? The drayage contractor is still delivering the appliances, but it’s the appliance repair contractor’s task to handle the installation/uninstallation of appliances. How would you handle this requirement in a time/cost effective way, considering the fact that based on the size of a Garrison, the drayage contractor might have multiple service teams delivering/picking up furniture and appliances and the customers having AM/PM appointments given? How would you handle the management of spare parts when you order repair parts for US spec appliances and still be able to perform first visit repairs? Please keep in mind supplier lead times and minimum stockage level calculations in order to meet this requirement. What are your thoughts/suggestions on the contract cost structure for the follow-on appliance contract (e.g., Firm Fixed Price, Time & Material, Hybrid cost structure)? How should parts costs be captured in the cost structure, such as a separate CLIN paid based on the costs the contractors paid for those parts and are then reimbursed using a CLIN? What is your opinion on repairing combination microwave ovens (cost effectiveness)? This is a small number of GFOQ microwaves that have strict regulatory guidance to follow. The total is approximately 82 each for all of the European service area. Are there any contractors interested in services in the new locations of Poland, Romania, and/or Bulgaria? Are you a local firm for the specified areas? Is there a PRIME interested in these areas as a single group, i.e USAG Poland? What are your current capabilities for these areas? Is there a contractor shop available to perform repairs in the new USAG Poland areas listed in #8? Are there any PRIME contractors willing to accept multiple areas (Germany, Netherlands, Belgium, Italy, Poland, Romania, and Bulgaria? What type of emergency services for appliance repairs should be covered within this contract? The US Government also has a requirement for drayage services for the appliances. The drayage requirements are for the same locations as stated in this posting (Germany, Netherlands, Belgium, Italy, Poland, Romania, and Bulgaria). An RFI/Sources Sought notice for the drayage services can be found on SAM.gov under posting W564KV-23-DRAYAGE. This posting provides additional details for the requirements for the drayage services. Would your company be willing and able to support the drayage requirements in addition to the appliance repair requirements? Responses should be provided in .pdf format and are limited to 15 pages (double sided will be counted as two), single-spaced, 8.5 inch x 11 inch or 8.5 inch x 14 inch paper size, and the font shall be Times New Roman with a minimum size of 12 point. The Government may not review any pages beyond the 15–page limit. If your submittal contains company proprietary information then it should be marked accordingly. If your submission contains unclassified but sensitive information then it should be properly labeled, handled, and transmitted in accordance with the National Industrial Security Program Operating Manual (NISPOM). Classified responses are not desired and will not be reviewed. Submissions to this RFI will not be returned. Please submit the following information in your response: 1. Industry Day The Government intends to hold an Industry Day latest during the 1st quarter of FY24 followed by 1-on-1 with vendors. The Industry Day will be open to all interested parties. The Industry Day will consist of a general overview of the requirements, a Question & Answer session followed by an explanation of how to do business with the U.S. Government. Following this, interested sources will have the opportunity to privately brief their information to a team of Government personnel. Please note that you do not have to respond to the RFI prior to the Industry Day. It is also a chance for the Government and the vendor to ask questions about this specific, potential, procurement. Although not required, the vendor may present a slide show as part of their 1-on-1 session. If the Vendor will provide a slide show, then the vendor must either, bring their own laptop to hook into the Government’s projector or bring a CD disk with the presentation, in Microsoft PowerPoint, with them to project through a Government computer. A CD disk is the only type of media that is allowed to be played through a Government computer. Questions Regarding this RFI/Sources Sought Questions in response to this RFI shall be submitted to the POCs listed above. The questions and the Government’s answers will be posted on the SAM.gov web site. Questions should not contain proprietary, sensitive, or classified information. Questions submitted after July 14, 2023 may not be answered prior to the deadline for the RFI submission. No extensions to the RFI response period will be granted.
