SOLICITATION EXECUTIVE SUMMARY 1. Per allowance provided by FAR 12.203, this is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. This solicitation is being issued as a Request for Quote (RFQ) by the Army Contracting Command – Rock Island on behalf of Pine Bluff Arsenal (PBA) in Pine Bluff, Arkansas. 2. RFQ W52P1J-22-T-3004 is hereby issued to seek vendors who can operate a mobile, full-service shoetruck which will serve as the primary source of nine categories (a minimum of 18, and a maximum of 36 styles) of men’s and women’s non-conductive, protective safety footwear for employees on PBA. 3. Operation of the shoe-truck and delivery of shoes is FOB Destination to: Pine Bluff Arsenal Building 32-070 Mobile Equipment Complex Pine Bluff Arsenal Pine Bluff, AR 71602-9500 4. Routine services shall be provided to PBA once every other week for the base year, and each exercised option year. Each visit to PBA shall be for a two-hour period from 9:00 a.m. – 11:00 a.m. local time on each date specified in the resultant BPA. 5. Emergency services may be required within 48 hours of request. 6. Additional details regarding this requirement are provided below, as well as in FAR clause 52.212-1 –Instructions to Offerors, and in Attachment 0001 – Statement of Work. 7. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06, effective 01MAY2022, and Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20220428, effective 28APR2022. Notices to Vendors: This procurement is 100% total small business set-aside in accordance with FAR Subpart 19.5, Set-Asides for Small Business. The NAICS code for this requirement is 458210; the size standard is $27,500,000.00. 9. The Government anticipates issuing one, firm-fixed-price, five-year (one (1) base year, plus four (4) 12-month options) Blanket Purchase Agreement (BPA). Award will be made to the offeror who provides the lowest total evaluated price, who is deemed responsible, and who is compliant with all the requirements of this solicitation. Evaluation of quotes received will be conducted in accordance with FAR 12.602. Technical capability (to include evaluation of product literature, warranty provisions, and thorough understanding of the operating process), and price will be evaluated. The Government intends to evaluate the quotes and award a contract without discussions with vendors. Therefore, the contractor’s initial quote should contain the best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
