The U.S. Army Contracting Command – Rock Island (ACC-RI) hereby issues solicitation W52P1J-21-Q-BFPA for backflow prevention assembly (BFPA) testing, repair, and retesting to protect the potable water supply from possible contamination at Pine Bluff Arsenal (PBA). PBA has 52 BFPAs on post: 51 Reduce Pressure Zone (backflow preventer) (RPZ) and 1 Double Check Valve Assembly (DC). The BFPAs range from ½” to 4” with a low to moderate hazard ranking. The requirements shall be completed in accordance with the Statement of Work (SOW) and specifications contained in this solicitation. Contract award will be issued in accordance with the format in Federal Acquisition Regulation (FAR) Part 12 – Acquisition of Commercial Items, and Part 13 – Simplified Acquisition Procedures. This solicitation is issued as a Request for Quote (RFQ). This requirement is 100% set aside for small business. The applicable NAICS code is 238220; the small business size standard is $16,500,000.00; and the Product Service Code (PSC) is J045. The Government intends to issue a firm-fixed price award (FFP) to the lowest price, responsive, and responsible vendor whose quote conforms to the solicitation requirements. Vendor will perform work required under this solicitation via FOB Destination at Pine Bluff Arsenal, postal address: 10020 Kabrich Circle, Pine Bluff, Arkansas, 71602-9500. The vendor shall complete all requirements within 60 days after date of award. Refer to the attachments contained in this solicitation for additional details.
