Amendment 0004 of RFP W52P1J-20-R-0046 is hereby provided to clarify the date and time to request the DoD SAFE file download link for proposal submissions. The deadline to request the file download link is August 31, 2020 at 04:00 PM Central Time. ********************************************************************************************************* Amendment 0003 of RFP W52P1J-20-R-0046 is hereby provided to revise the method for proposal submission. Proposals for this acquisition will now be sumbitted electronically to the Government rather than through submission of Digital Versatile Discs (DVDs). Electronic submissions will be perfomed through the use of the Department of Defense (DoD) SAFE (Secure Access File Exchange) website. See Amendment 0003 for details. ********************************************************************************************************* Amendment 0002 of RFP W52P1J-20-R-0046 is hereby provided to include a language revision in regards to the requirement for Nitrocellulose to be obtained within the U.S., its outlying areas, or Canada. This is in relation to questions from industry that were submitted to the Government pertaining to this acquisition. Industry questions and Government answers are also hereby provided and can be found in the Attachments section of this notice. ********************************************************************************************************* Amendment 0001 of RFP W52P1J-20-R-0046 is hereby provided to include an extension of the RFP/Solicitation closing date to September 1, 2020. The Amendment also includes a Nomenclature revision in Section D for packaging of DODIC AB82 and the updates of various clauses. The Government has also updated the Technical Data Packages for this procurement. An attachment has been provided within this announcement that revises the Section C documents to capture Engineering Change Proposals (ECPs) that were not included in the intial release of the subject RFP. The revised Section Cs provide the ECP numbers and the Technical Data Package attachments have been revised to include the associated ECP documents. ************************************************************************************************************* The U.S. Army Contracting Command, Rock Island (ACC-RI) on behalf of the Office of the Program Manager, Maneuver Ammunition Systems (OPM-MAS) issues Request for Proposal (RFP) W52P1J-20-R-0046 for a Small Caliber Second Source supplier to produce 5.56mm, 7.62mm, and Caliber .50 ammunition. The supplier is required to be geographically separated from the Lake City Army Ammunition Plant (LCAAP). This acquisition is a restricted competition to the U.S., its outlying areas, or Canada (U.S./Canada). Proposals will be evaluated using Best Value/Subjective Trade-Off Source Selection procedures. The resulting contract award will be a five year term consisting of a base contract with options and be will be a combination of Firm Fixed Pricing and Fixed Pricing with an Economic Price Adjustment. The base award will consist of firm quantities of 10,000,000 each of 5.56mm AB57 and 12,000,000 each of 7.62mm AB86. The evaluated option periods will be as follows: Base Year Option Pricing Period: Date of Award - 365 Days After Award (DAA) Option Year 1 Pricing Period: 366 DAA - 730 DAA Option Year 2 Pricing Period: 731 DAA - 1,095 DAA Option Year 3 Pricing Period: 1,096 DAA - 1,460 DAA Option Year 4 Pricing Period: 1,461 DAA - 1,825 DAA The following family maximum quantities will apply to each Option Year Pricing Period: 75,000,000 each for 5.56mm 48,000,000 each for 7.62mm 15,000,000 each for Caliber .50 Finished components are restricted to the U.S./Canada with the exception of Tracer Projectiles, Incendiary Projectiles, and Magnesium Powder.
