This notice is issued solely for information and planning purposes – it does not constitute a solicitation or a promise to issue a solicitation in the future. The US Army Contracting Command – Rock Island (ACC-RI), Rock Island Arsenal, IL on behalf of the Program Executive Office for Enterprise Information Systems (PEO EIS) is issuing this RFI/Sources Sought notice as part of market research to gather information on industry’s capabilities for the PEO EIS Strategic Communication Support Services requirement. The anticipated NAICS code(s) is 541613, Marketing Consulting Services, which has a size standard of $15M. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. All submissions become the property of the Government and will not be returned. All information received in response to this notice that is marked ‘Proprietary’ will be handled accordingly. 1. SCOPE: This requirement is for strategic communication support services. The scope of this effort entails a full range of services to include public affairs support, industry relations, congressional affairs support, event management, protocol, graphics and digital media management (website and social media). Please review the attached draft Performance Work Statement (PWS) for further details. 2. TARGET AUDIENCE: Any interested qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns. 3. GENERAL INSTRUCTIONS: In an effort to gather information in a manner that can be properly analyzed, the US Government is requesting responses in three separate sections: (1) Company Information, (2) Capability Statement, and (3) Feedback and Comments (optional). Section 1 and 2 combined shall not exceed five pages. Instructions for Section 1: Company Information This section shall include company name, point of contact, phone number, email address, DUNS number, CAGE code, Socio-Economic status (i.e. 8(a), HUBZone, veteran-owned, women-owned, etc.), NAICS code(s) under which the company usually performs. Instructions for Section 2: Capability Statement This section shall include information in sufficient detail regarding the company’s capabilities and capacity to meet the requirements, and current/previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, period of performance, government/commercial, and contract number). Instructions for Section 3: Feedback and Comments (optional) Responses to this section are optional. However, the Government is seeking general feedback and/or comments from industry. The additional feedback and/or comments are limited to two pages. Responses are due by 27 July 2020 at 10:00 a.m. Central Standard Time. It is emphasized that the Government is not obligated to provide responses to any questions or comments.
