The Army Contracting Command - Rock Island is issuing this sources sought notice for the replacement of existing raw water intake piping on the Rock Island Arsenal, Rock Island Illinois. The purpose of this notice is to conduct market research in order to identify business sources with the capacity, experience, and interest under the North American Industry Classification System (NAICS) code 237110. The scope of this project is to abandon in place 1500 linear feet of existing raw water intake piping and replace with new 10" HDPE pipe. Option 1 is to replace an electric water intake pump in Building 9. Option 2 is to demolish the existing diesel pump and provide a connection for a portable generator to back up Building 9. The Contractor shall provide all materials, fittings, equipment and labor for a complete and usable product. In accordance with FAR 36.204, Disclosure of the Magnitude of Construction Projects, the estimated magnitude for this project to include all options is between $250,000.00 and $500,000.00. In accordance with FAR 28.102, all construction projects over $150,000.00 are subject to 40 U.S.C. Chapter 31, Subchapter III, Bonds (formerly the Miller Act), which requires performance and payment bonds. Performance bonds represent a promise of surety to the Government that once the contract is awarded, the contractor will perform its obligations under the contract. In accordance with FAR 35.506, Superintendence by the Contractor, the contractor shall directly superintend the work at all times during performance. This person must have the authority to act on behalf of the Contractor. In your response to this notice, please include a Statment of Capability (SOC), demonstrating experience with projects similar to the above scope. In the SOC, please include the following: 1. Company name, address, phone number, and email of point of contact. 2. Business size status in relation ot NAICS code 237110. 3. CAGE Code and DUNS Number. 4. Bonding capability dollar value on a per contract and aggregate basis. 5. Ability to maintain a superintendent througout the contract performance. 6. Provide two (2), but no more than three (3) examples of projects similar to the requirements described above which have been completed within the last three (3) years. Narratives should include type of work, project references, size, complexity, and scope of the project completed. Interested parties should submit their information to the Interested Vendors List. Interested parties should also submit the above requested information to the Contract Specialist, Julie Culltion by email no later than 3:00pm Central Standard Time (CT) on June 10, 2019. Please ensure you include all elements requested in this notice. Response to this sources sought is voluntary and does not constitute the promise of an award. This notice shall not be construed as a solicitation or an obligation on the part of the Government. No proposals are being accepted at this time. The Government shall not be liable for any costs attibuted to the preparation and submission of information in response to this sources sought.
