Added 22 January 2020: Sources Sought for Custodial Services W52P1J-20-R-CUST The Army Contracting Command - Rock Island is issuing this sources sought notice for Custodial Services at Rock Island Arsenal, located in Rock Island, Illinois. This requirement is projected to use NAICS code 561720. Period of Performance is expected to be 1 Base Year and 4 Option Years. This is a non-personal services requirement to provide Custodial and Recycling Services to various buildings and activities located on Rock Island Arsenal. The goal is to support mission accomplishment by providing a clean, healthy environment for occupants, users, and visitors to facilities identified to receive custodial services under this requirement and to aid in environmental compliance by reducing waste through recycling efforts. To meet this goal, close coordination is required between the Contractor, Contracting Officer and Contracting Officer’s Representative (COR) to efficiently provide Custodial and Recycling Services while minimizing disruptions to operations within the facilities and meeting security requirements. Services include but not limited to: sweeping, mopping, vacuuming, cleaning/disinfecting sinks, toilets, urinals, and drinking fountains, dusting, interior glass cleaning, buffing floors, removing and transporting recyclable material and providing supplies to restrooms, kitchens and break rooms. Areas include but not limited: to Gymnasium, Fitness Center, Child Care/Youth Facilities, Medical Facilities, and Historical Buildings. The requirement includes consideration of environmental and safety elements in adherence of a low-impact environmental cleaning policy. The requirement includes adherence to Industry best practices and compliance with local regulatory requirements, such as Green Seal GS-37 standard, or if GS-37 is not applicable (e.g., for products such as carpet cleaners, floor finishers or stripper), use products that do not exceed maximum allowable Volatile Organic Chemical (VOC) levels. Health Clinic Cleaning Requirements include inspection/ quality standards adopted by MEDCOM as contained in the American Society for Healthcare Environmental Services Practice Guidance for Healthcare Environmental Cleaning manual. Type IV Services are housekeeping services used in outpatient clinics. All activities shall be accomplished during the day shift (0730-1600) coordinating with the clinic personnel for access to all areas. All clinic custodians will be trained in Blood Borne Pathogens and HIPPA regulations and documentation of such will be on file at the Clinic and Custodial offices.
