This is not a solicitation for proposals, proposal abstracts or quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified contractors to provide services to maintain two natural gas systems on the Rock Island Arsenal, Rock Island, IL. The U.S. Army Contracting Command-Rock Island (ACC-RI) is seeking sources only. ACC-RI intends to consider all capability statements when developing its finalized acquisition strategy and resulting solicitation(s). Please submit all capability statements by 12:00 P.M. CST on 21 Oct 2021 by email to chelsea.j.garrow.civ@mail.mil. The capability statement should demonstrate working knowledge of experience with the following Section 1.2 of the PWS: The Contractor shall ensure all work accomplished in the performance of this PWS meets all maintenance and repair standards consistent with the original equipment manufacturer’s recommendations; all applicable Federal, State, and local laws, regulations, and directives. Inspection and maintenance of the natural gas distribution systems shall be in accordance with 49 CFR 192 (TRANSPORTATION OF NATURAL AND OTHER GAS BY PIPELINE: MINIMUM FEDERAL SAFETY STANDARDS). Rock Island Arsenal shall be considered a Class 3 location in accordance with this standard. This is for information only which may be used for planning purposes and should not be construed as a Request for Quote or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this request or otherwise pay for the information solicited. ACC-RI will only utilize the information you provide in developing its acquisition approach for future requirements. Description of Scope of Work: This is a non-personal services contract to operate, inspect, and maintain the two separate natural gas distribution systems on Rock Island Arsenal (RIA) in such a manner that an uninterrupted supply of natural gas is delivered at the locally required pressure to assure safe operation of all system components. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any contractor responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the contractor's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in GSA. Responses to this notice will not be considered adequate responses to a solicitation, should one be placed.
