(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are requested and a written solicitation will not be issued. (ii) The combined synopsis/solicitation number is W52P1J-22-Q-SEWE. The solicitation is a request for quotation (RFQ) for solid non-perforated sewer pipes. (iii) This solicitation document and incorporated provisions and clauses are those in effect through FAR, Federal Acquisition Circular (FAC) 2022-02, effective January 14, 2022, and Defense Federal Acquisition Regulation Supplement (DFARS) Change 12/30/2021, effective January 1, 2022. (iv) This requirement is a total small business set-aside. The associated North America Industry Classification System (NAICS) Code is 326122 and the Business Size Standard is 750. (v) and (vi) The following commercial items, and the respective description of each, are being solicited via this RFQ): CLIN 0001: 10” diameter SDR35PVC – Solid Non-Perforated Sewer Pipe with connection bell on one end. Item shall comply with American Society for Testing and Materials (ASTM) D-3034. UNIT OF MEASURE: 1 Lot, which is the equivalent of the quantity described immediately below. QUANTITY: Two sections, with one section having a length of 416 linear feet when attached with the connection bell and the other section having a length of 326 linear feet when attached with its connection bell; the total length of the two sections combined including the connection bells is a resulting total of 742 linear feet. CLIN 0002: 12” diameter SDR35PVC – Solid Non-Perforated Sewer Pipe with connection bell on one end. Item shall comply with American Society for Testing and Materials (ASTM) D-3034. UNIT OF MEASURE: 1 Lot, which is the equivalent of the quantity described immediately below. QUANTITY: Two sections, with one section having a length of 1,484 linear feet when attached to the connection bell. The other section having a length of 1484 linear feet when attached to its connection bell; the total length of the two sections combined including the connection bells is a resulting total of 2,968 linear feet. CLIN 0003: 18” diameter SDR35PVC – Solid Non-Perforated Sewer Pipe with connection bell on one end. Item shall comply with American Society for Testing and Materials (ASTM) F-679. UNIT OF MEASURE: 1 Lot, which is the equivalent of the quantity described immediately below. QUANTITY: 2,968 linear feet including its connection bell. Certificate of Conformance is required for this material in accordance with FAR 52.246-15 and shall be submitted with each lot shipped to Pine Bluff Arsenal (PBA). Early delivery is encouraged and authorized at no additional cost to the Government. Though early delivery is authorized, the offeror shall, in advance of due date, coordinate with and obtain approval from the designated Contract Specialist and/or Contracting Officer.
