The Department of Health and Human Services (HHS), in collaboration with the Army Contracting Command – Rock Island (ACC-RI), is seeking white papers for expansion of United States (U.S.) testing capacity using coordination centers. HHS is seeking a prototype project to expand testing opportunities for K-8 schools, underserved populations and congregate settings, such as homeless shelters, across the nation. Through ACC-RI, HHS desires to award one or more Other Transaction Authority (OTA) agreements to carry out prototype project(s) pursuant to 10 U.S.C. § 2731b.
