This Solicitation, W52P1J-20-R-0093, is issued as a competitive 8(a) set-aside for the procurement of Security and Access Control Services in support of the United States Army Garrison- Kwajalein Atoll/Reagan Test Site (USAG-KA). The applicable NAICS code is 561612, Security Guards and Patrol Services. The Government anticipates one award utilizing a hybrid type contract with Firm-Fixed-Price and Cost-Plus-Fixed-Fee Contract Line Items. The anticipated Period of Performance will include one base year, four one-year option periods, and an evaluated six-month extension period under FAR 52.217-8, Option to Extend Services. Contractors must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this Solicitation. The U.S. Army Contracting Command-Rock Island, on behalf of the United States Army Garrison- Kwajalein Atoll/Reagan Test Site, intends to issue a Request for Proposal (RFP), W52P1J-20-R-0093, for the procurement of Security and Access Control Services. This effort will be conducted as a competitive 8(a) set-aside and only firms within the 8(a) program under FAR Part 19 will be allowed to compete. The applicable NAICS code is 561612, with a small business size standard of $22.0M. The Government contemplates the award of one (1) hybrid Firm Fixed Price (FFP) and Cost-Plus-Fixed-Fee (CPFF) contract. The estimated release date for the RFP will be on or around 21 October 2020 (Please Note: This is an anticipated date and is subject to change. The RFP could be released before or after 21 October 2020). The closing date/date for receipt of offers will be specified on the final RFP, however it is estimated the RFP will close 30 days after issuance.
