The U.S. Army Contracting Command, Rock Island (ACC-RI) on behalf of the Office of the Project Manager, Maneuver Ammunition Systems (OPM-MAS) intends to issue Request for Proposal (RFP) W52P1J-20-R-0023 for Small Caliber Dummy Drilled Inert (DDI) cartridges. This acquisition will be a total Small Business Set-Aside. Proposals will be evaluated using Best Value/Subjective Trade-off Source Selection Procedures, resulting in a single award five (5) year Indefinite Delivery Indefinite Quantity (IDIQ). The resulting contract will be firm fixed-price (FFP). The following ammunition will be included in this RFP: Cartridge, 5.56MM, Dummy, M199A1E1, NSN 1305-675-1363, DODIC AB46 Cartridge, 7.62MM, Dummy, M63A1E1, NSN 1305-01-675-2866, DODIC AB47 Cartridge, Cal .50, Dummy, M2A1 Linked, NSN 1305-01-676-3628, DODIC AB36 Cartridge, Cal .50, Dummy, M2A1, NSN 1305-01-676-3652, DODIC AB48 Estimated Solicitation Issue Date: February 28, 2020 Estimated Solicitation Closing Date: April 28, 2020 The Government intends to request 150 Bid Samples of 5.56mm (AB46) and 100 Bid Samples each of 7.62mm (AB47) and .50 Cal (AB48), as part of RFP submissions. The following are the five Ordering Periods (OP) covered by this proposed solicitation. OP 1: Award date - 365 days after award (DAA) OP 2: 366 DAA - 730 DAA OP 3: 731 DAA - 1095 DAA OP 4: 1096 DAA - 1460 DAA OP 5: 1461 DAA - 1825 DAA For each Ordering Period, the Government's estimated buy quantities by Ordering Period are as follows: OP 01: 940,000 cartridges OP 02: 28,000 cartridges OP 03: 200,000 cartridges OP 04: 25,000 cartridges OP 05: 25,000 cartridges ****This shall not be construed as a Request for Proposal or as an obligation on the part of the Government.**** CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidder’s mailing list. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for bid opening/receipt of proposals may render your bid or proposal nonresponsive and result in the rejection of the same.
