Each individual requiring access to drawings must have a beta.sam.gov account prior to accessing the drawings. Access to drawings will only be granted to those individuals who are listed as the Data Custodian (block 3) on the DD Form 2345, Military Critical Technical Data Requirement, which was required for registration within the JCP. The Data Custodian is the sole representative identified to receive export controlled drawings. Material Certification Test Report: A Material Certification Test Report shall accompany each delivery and an email copy shall be sent to jason.a.martin92.civ@mail.mil and cindy.k.wagoner.civ@mail.mil. TYPE OF ACQUISITION AND CONTRACT This acquisition is issued as a 100% Small Business Set-Aside. The Army Contracting Command-Rock Island (ACC-RI) intends to award a Firm Fixed Price Contract. B) Answer Question #1. Question #1: Is there a drawing/spec for the resin required for the Drawing 3953AS109 - End Cap? There is one for the other (2) parts but not the End Cap. Answer #1: No there is no separate drawing for the end cap material. Refer to Note #1 in the drawing for the information regarding the material. W52P1J-20-Q-PTS6-A - Amd 02 The purpose of amendment 02 to W52P1J-20-Q-PTS6-A is to: A) Add Attachment 11 - Vendor Guide to beta.SAM.gov B) Answer Question #2. Question #2: Are CAD files available in addition to the drawings that have been posted for the three MJU-67B Countermeasure Flare plastic parts specified in solicitation W52P1J-20-Q-PTS6-A? Answer #2: No. CAD files are not available. W52P1J-20-Q-PTS6-A - Amd 03 The purpose of amendment 03 to W52P1J-20-Q-PTS6-A is to answer Question #3. Question #3: Is there a reason the Molds must be manufactured in USA. Typically we have our molds manufactured in China. Is this an issue? Note that ALL of the production would be performed in the USA. Answer #3: The molds cannot be manufactured in China because the technical data is Distribution D. Distribution D technical data should only be disseminated in accordance with provisions of DoD Directive 5230.25. Thus, Distribution D technical data should be distributed to the Department of Defense and U.S. DoD contractors only. The export of the technical data is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.) or the Export Administration Act of 1979 (Title 50, U.S.C., App. 2401 et seq.), as amended. Violations of these export laws are subject to severe criminal penalties. W52P1J-20-Q-PTS6-A - Amd 04 The purpose of amendment 04 to W52P1J-20-Q-PTS6-A is to: A) Update the Attachment 0001 – Price Matrix to Rev A, in order to correct an error B) Revise the delivery schedule for FAT, from 2 weeks after award to 8 weeks after award C) Answer Question #4 D) Answer Question #5 Question #4: A) Is it allowable to submit 2 price evaluation sheets? One price sheet for 2 cavity tooling and one price sheet for 4 cavity tooling? B) Can you clarify the timeline to build the molds? Two weeks for FAT delivery is not enough time to build molds. Answer #4: A) Yes, it is allowable to submit more than one price evaluation sheet. However, the evaluation criteria remain unchanged, as found in the section “BASIS FOR AWARD” of this solicitation. Each submitted price evaluation sheet will be evaluated on its own as a standalone submission. B) The delivery schedule for the FAT has been changed from 2 weeks after award to 8 weeks after award. This is to allow for additional time to build molds. Question #5: When filling out the "MJU67B Plastic Parts-Pricing Matrix.xls" sheet that on "CLIN 2003 -- Ordering Period 1 thru 5" do not seem to compute the same as the ones for CLIN 2001 or CLIN 2002. Should we be concerned about this, or just fill in the Unit Prices and let you guys sort it out ? Answer #5: Attachment 0001 – MJU76B Plastic Parts - Pricing Matrix has been updated to Attachment 0001 – MJU76B Plastic Parts - Pricing Matrix Rev A in order to correct this error. Rev A is now the version of the pricing sheet which shall be submitted with all offers. W52P1J-20-Q-PTS6-A - Amd 05 The purpose of amendment 05 to W52P1J-20-Q-PTS6-A is to: A) Extend the closing of this solicitation to 1230 CT on May 6, 2020. B) Answer question #6. Question #6: Regarding drawing number 3953AS109, the Cap, End: note 4 calls out weld lines. Is this referring to the parting line, can you confirm? Answer #6: Yes. Weld lines and parting lines refer to the same thing, which is where two halves of a mold come together.
